The operation quality of the investment in the construction of the facilities and equipment of the thermal power plant is very important to the air pollution control and the economic and social development.In the face of the current situation and problems in the field of environmental protection for the treatment of flue gas sulfur dioxide in China’s thermal power plant, it is necessary to discuss the new investment and financing channels to improve the current unfavorable situation. BOT model of thermal power plant desulfurization can strengthen the investment, construction, operation quality of the power plant’s desulphurization facilities and a need to demonstrate the issue.Through the research of BOT investment and financing mode of the domestic and foreign experts, the research results of domestic and foreign investment and financing mode, the problem of the thermal power plant desulfurization project, Thermal power plant desulfurization project has the characteristics of initial construction investment, long term of operation, high degree of specialization, income stability and so on, BOT mode has a very broad prospect in the application of environmental protection waste gas and wastewater treatment. From the source of the BOT mode, the paper studies the way of the financial institutions participating in the BOT project, and the financial institution can participate in the development of BOT project in many ways. This thesis is based on the combination of empirical research and normative research, qualitative analysis and quantitative analysis, and analyzes the project of BOT project of the thermal power plant desulfurization project, Using cash flow discount method to evaluate the economic feasibility of BOT model, the paper establishes the economic feasibility evaluation index of BOT model, and discusses the economic sensitivity analysis, risk identification and management.Finally, it is concluded that the BOT model can be applied to the thermal power plant desulfurization BOT project, and the traditional investment and financing mode compared to the BOT model can better promote the completion of the task of environmental protection desulfurization of thermal power plant. This paper puts forward some relevant policy suggestions on the tax deduction of the BOT project of thermal power plant and the compensation of the desulfurization price.
