The ocean which has tremendous energy is the cradle of life on earth and the development of various countries in the world cannot develop without the sea. With time goes on, the ship spilled oil pollution, the ballast water and marine rubbish emissioned increasingly in China’s coastal and inland area, the amount of the land sourced pollutants emissions continue to increase, the problem of China’s costal water pollution become increasingly serious. It is not only affects the citizens daily life and body health, but also restricted the development of the shipping industry in our country.In order to regulate operation of the crew and protect marine environment, IMO has developed some shipping Convention for the prevention of pollution, such as the 1954 oil pollution Convention(OIL54), MARPOL 73/78, the 2001 control anti fouling systems on ships International Convention(AFS convention 2004), the international security and environment-friendly ship recycling Convention and so on. China has a long coastline, the protection of the marine environment control of water pollution must cause our attention. The implementation of the Convention on the prevention and control of marine pollution by IMO will have a huge impact on the shipping industry in our country.The traditional low efficiency of ocean water monitoring methods can not get a wide range of water quality data. Ocean sewage remote sensing technology gradually changed from qualitative to quantitative. Using remote sensing technology not only realize long-term monitoring of a region, but also save water monitoring costs.China’s coastal waters pollution monitoring method with remote sensing are deeply studied in this paper. With the use of Hong Kong areas’HJ1 A/1B satellite data, waters quantitative inversion of chlorophyll concentration, while taking advantage of NOAA series Satellite data for August 2,2010 diffusion and drift condition Qinhuangdao sewage waters of the old leader groups qualitative analysis of remote sensing.When calculate concentration of chlorophyll in Hong Kong waters, first obtain 26 December 2012 HJ1A/1B image data from CRESDA. Then, acquire concentration of chlorophyll from Hong Kong EPD. In this paper, three methods of chlorophyll concentration calculating in Hong Kong waters were analyzed:① use Pearson correlation analysis method to analyze more than 100 kinds of band combinations, and select the Pearson correlation coeffficient is the greatest band combination of chlorophyll concentration multivariate linear regression analysis; ② establish BP neural network model and put HJ1 A/1B four-band remote sensing data to it to acquire chlorophyll concentration in Hong Kong waters;③establish RBF neural network model which can calculate chlorophyll concentration. The results show that the multiple linear regression model and RBF neural network model have a lager relative error which is about 0.67; BP neural network inversion error is smaller, the relative error is about 0.38.Qinhuangdao old leader marine pollution incidents has accured on august 2, 2010, caused huge losses to local farmers, we use remote sensing image enhancement related methods, finally found the law of the sea water pollution and sewage drift diffusion.
