The volume of the oil loss in the atmosphere per year is nearly 0.1 billion tons, almost equal to half of China’s crude oil production volume in 2014, which is an extremely crucial problem as the globe is facing with serious energy crisis today. Washing workshop under Jilin Petrochemical Company’s refinery is using exposed measures for liquid loading process, causing the peak value of total gasoline vapor in air reaches at 1000mg/m~3 which is much higher than the standard 300mg/m~3. The situation, especially the smell of oil, gets worse in windy and rainy days. Working in such poor environment, some employees have shown uncomfortable symptoms, like dizziness, nausea etc. Under such circumstances, increasing accessorial oil and gas recovery system and renovating facilities is critical.After investigating oil gas disposal measures and conducting comparative analysis on recycling methods domestically and internationally, this paper finds out oil gas’ s generating reasons and contaminative constituents. Based on the find discovery, this paper proposed a method to solve oil and gas’ s pollution and volatilized loss problems, which is achieved through improving current loading process and establishing membrane separation-recovery system. Besides, this method transforms sealing and loading system and adds automatic-alignment and oil-spilling alarming systems, resulting in better airtightness of the loading process. Moreover, this method simplifies the controlling procedures and ensures the operating safety by using auto-metering modules of mass flow meter and sealed loading.Combined with an enterprise’s current situation, it is reasonable to carry out membrane separation-recovery technology and tail gas recovery system from Dalian OWKLID Company. During daily operation, we have summarized the facilities’ controlling methods and recorded frequent problems together with corresponding solutions. After assembling the devices, loading environment is obviously improved and reflection from employees is good. In addition, tracking monitoring also has shown better results on oil gas density and non-methane hydrocarbon in off-gas(<25g/m~3) than before and have accomplished the goal of preventing oil gas pollution. During 150 days’ operation process, less oil gas leakage happened at the loading platform and the entire environment was improved. According to the monitoring records, hydrocarbon emission density is around 8-12g/m~3 after disposal, much less than country’s standard(25g/m~3). At last, derived from the statistics, the amount of oil and gas recycled from membrane recovery device is approximately 850 tons, creating 6.8 million(RMB) revenue.
