Safety assessment is an important means of production safety management, not only can make evaluation to the safety of the production program, also to prevent disasters, damage to property, personal injury accident and so on. Especially for safety pre-assessment can improve the quality of engineering safety design before project started construction, at the same time, also can increase the production of safe and reliable. The tailing as a major hazard, safety evaluation is one of the important means of security control. According to the requirements of national laws and regulations, safety pre-assessment of new tailings is a precondition of work safety licenses; safety pre-assessment of new tailings can improve the nature of the safety of construction projects, and to provide reliable safety management after the production.This paper choose A co., concentrator tailings as new safety pre-assessment project research, in the process of the project safety pre-assessment research, first of all, such as the natural security conditions, dangerous and harmful factors, accident conditions are analyzed; The second line of the tailings evaluation unit division and safety pre-assessment method choice, and to make good evaluation units divided into qualitative and quantitative safety evaluation.Research projects in the end, combined with division unit of the evaluation results, according to the tailings project initiation, planning, design, etc give a qualitative safety evaluation conclusions; And put forward effective, feasible and scientific safety countermeasures and Suggestions about Natural security conditions of project, construction risk factors,safety hidden danger and so on.
