EU Carbon Emissions Trading System Reform And Its Enlightenment To China

With the rapid development of world economy, the global atmospheric environment has been seriously polluted. In 1997 the leaders signed the "K yoto Protocol" and it come to force in 2005, making carbon emissions become a scarce resource with the transaction function. How to design mechanism to reduce greenhouse gas emissions has become the focus of academic research.The EU carbon emissions trad ing system has been established to guide the market complete the task of reducing emissions, and it has achieved great success in practice, now it has become the world’s largest carbon trading platform. But in the first stage and second stage, it has met a lot of problems as well, such as the total set is too large, the distribution is not reasonable, the offset mechanism is too loose carbon and price volatility, in order to solve these problems, in the third stages EUETS has changed the rules, and it has made some progress.As the world’s second largest economy, carbon dioxide emissions in China has accounted for more than 27% of global emissions. In the next few years C hina will actively promote the construction of the carbon market, promote the use of market mechanisms to achieve economic development and win-win climate protection. At present, our country has established carbon emissions trading pilot in 7 provinces and cities, but we did not form a unified national carbon trading market. The EU is the forerunner of the carbon market, it has accumulated rich experience and C hina can learn from the operating mechanism of EUETS in the establishment of a national carbon emissions trading market, then improve the mechanism of self-publishing market, carbon trading market, fina ncial product market and pricing market. In this way we can promote the maturity and development of domestic carbon emissions trading market. And it will make important significance to develop low-carbon economy and also promote the road of sustainable development.
