The Game And Mechanism Design Of The Conflicts Of Interests In Environmental Pollution Control

Along with the rapid development of China’s economy in recent years,people’s living standards have been greatly improved. But at the same time, as China is in the process of industrialization, economic growth is often accompanied by industrial structure is irrational, and the extensive mode of production lead to environmental degradation.In economic growth, the government over emphasis on the role of GDP is often overlooked in some areas of environmental quality.Moreover, Enterprises and public awareness of environmental protection is poor, the government’s supervision of enterprises also exist many loopholes, making many companies arbitrary discharge of pollutants lead to environmental degradation. Therefore, the relevant departments of the government’s environmental regulation should establish an effective regulatory mechanism to effectively monitor the sewage behavior of enterprises, reduce environmental pollution and improve environmental quality. This is not only a very valuable problem in the research field of environmental management, but also a difficult problem to be faced and solved in the current situation of our country. Environment problem has the characteristics of complexity, dynamics and the existence of information asymmetry between the two sides. The development of game theory provides an effective theoretical analysis tool to solve these problems.First,The water pollution, air pollution, solid waste and soil pollution in China are briefly described in this paper. Secondly, the various stakeholders in the environmental governance, including the enterprise, the central government, local government and the public are analysed their interests. Then, the game model between central government and local government and local government is established to analysis the strategy choice and strategy of equilibrium and stability. Again, In this paper, the case of A enterprise pollution control in Hebei province is analyzed.Finally, the conclusion is drawn from the three perspectives of government, enterprises and the public to improve the environmental pollution control, improve the environmental quality and put forward countermeasures and suggestions, so as to promote the smooth development of China’s environmental pollution control work.
