As China’s urbanization accelerates, the amount of municipal solid waste is on the increase. At present, every individual in China generates 440kg household garbage over a year; and the annual amount of municipal waste nationwide reaches 180,000,000 tons, with an annual growth of 8%-10%. The storage of garage nationwide over the years has reached 6 billion tons, and about 2/3 cities have been sieged by piles of garage.The development of national economy, rapid urbanization and higher environmental standards have imposed more and more restrictions on building new landfills and make it rather difficult to find suitable sites. The proportion of combustible waste increases sharply and the waste heat value rises significantly, which makes the technology of garbage incineration become the new way to solve garbage problems of cities in recent years.The State Council and the National Development and Reform Commission announced 《the Notice of the Policy to Improve Prices of Power Generated by Waste Incineration》 and《the Plan of "Twelfth Five-Year" Facilities Construction for Bio-safety Disposal of National Urban Household Waste》 along with other relevant policies respectively in April 2012. Many cities have been investing in the construction of new plants, triggering off a wave of garbage power. The industry of garbage power in China ushers in a historic opportunity.This research sets out to dispose household garbage under the guidance of harmless treatment, waste reduction and recycling use. On the basis of extensive relevant literature at home and abroad, it illustrates in detail the history and development of garbage incineration power generation, technical principles and process, equipment, physical components of urban garbage as well as relevant national policies, and focuses on relevant requirements for plant site selection for garbage incineration power generation as well as the reliability and compliance of technology that treats incineration flue gas.This paper analyzes the feasibility and compliance of processing technologies for flue gas of municipal solid waste incarnation by taking the Jiujiang Environmental Power Plant in Chengdu as an example. The analysis results, in combination with relevant process, technologies, national policies as well as the monitoring data from acceptance of environmental protection facilities in the power plant, show that the control distance (namely environmental protection distance) from the garbage incarnation power plant to neighboring residential areas, schools, hospitals and other public facilities should not be less than 300 meters; it is recommended to adopt grate-furnace incinerator; the "semi-dry de-acidification technology+activated carbon absorption+bag-type dust collector+SNCR denitrification" is the mature flue gas treatment process at home and abroad, and all indicators of treated flue gas fully live up to the requirements of Pollution Control Standards for Solid Waste Incineration (GB18485-2014) Table 1 and EU 2000 emission standards.
