Nearly a century, with the rapid development of the global economy, the demand for fossil fuels of human is increasing, a large number of greenhouse gases result to a significant impact on the global environment. More and more countries have begun to focus on environmental issues and energy issues. From Kyoto Protocol was enacted in 1997 to United Nations Climate Change Conference, issued a "Bali Roadmap." in December 2007. Development of low-carbon economy and energy conservation has become the key to achieving sustainable development. With the rapid rise of China’s economy, the demand for fossil fuels increased significantly, especially in the coal-dominated energy structure, resulting in a rapid increase in China’s carbon emissions and emission reduction pressure is also growing.The Southern Sichuan city group as the second pole of economic development, with the accelerated economic development of the integration process, The position of Southern Sichuan city group in the Chengdu-Chongqing Economic Zone is becoming more and more important. And many environmental and energy issues and sustainable development in Southern Sichuan city group are closely related.For example, coal-dominated energy structure, carbon emissions continue to increase, and so on. The area in the development of low-carbon economy, sustainable development and economic integration process is facing enormous challenges. Therefore, the impact factors of carbon emissions in Southern Sichuan city group has a great significance for the energy saving and low-carbon economy development of this region.Based on the domestic and international factors affecting carbon emissions and low-carbon emission reduction policies literature review and analysis, and do empirical research of factors on carbon emissions in Southern Sichuan city group. Based on this put forward energy saving suggestions.First of all, in terms of the population, economy of scale, industrial structure, energy consumption structure to analyze the basic situation of economic development of Southern Sichuan city group.And noted that the process of economic development in Southern Sichuan city group existing problems, namely the industrial structure homogeneity, energy consumption structure is irrational and so on.Followed by IPCC (2006) recommended methods to calculate the 2004 t 2013 Southern Sichuan city group of carbon emissions, Then use LMDI index decomposition analysis on affecting of carbon emissions for Southern Sichuan city group. Comprehensive analysis of the economic factors, population factors, energy intensity and energy structure have the different effects of carbon emissions in Southern Sichuan city group. through empirical analysis we know that economic development effects is the most important factor in Sichuan city group carbon emissions of energy consumption. Population factor and energy structural factor promote the growth of carbon emissions. Energy intensity effect inhibited the growth of carbon emissions.Finally, on the basis of empirical analysis, we summarized the developed countries experience in terms of energy saving such as policies, technologies and so on. And proposed the corresponding countermeasures and suggestions of energy conservation policy for Southern Sichuan city group.
