In recent years, along with climate change anomalies, frequent mountain torrent disasters have caused serious harm to the national economy and people’s lives and property. In order to comprehensively improve the defense capability of the mountain flood disasters in our country, Ministry of Water Resources in conjunction with the land, the meteorology and the financial department carried out the construction of mountain torrent prevention projects across the country. There are significant risks for these projects due to the broad scope, heavy work, high technological contents, short construction period and vulnerable to the impact of external factors and force majeure. So the risk management of such projects is essential. While many project managers do not pay attention to the potential impact of the project risk, or the value degree is not enough. So that when the risk comes, they can’t respond promptly and effectively, resulting economic loss to projects.This paper choose the mountain torrent prevention project of ST area as the research case, and make study on its risk management. Considering the characteristics of the project, this paper use the method of work breakdown structure (WBS), and divide the project into project kickoff phase, project initial phase, project construction phase and project closeout phase. Then analyze the project by stages, plus other risk factors, and complete the project risk identification. After establishing the project risk evaluation index system of the mountain torrent prevention project of ST area, choose risk probability and risk loss as appraisal criteria, apply the fuzzy analytic hierarchy process (fussy-AHP) method to calculate the weight of the project risk factors and order in single level and whole system. Classify the risk factors into serious risk, average risk and slight risk. Finally, according to the conclusions of the project risk assessment, we propose targeted risk responses.We apply the theory of project risk management to the mountain torrent prevention project for the fist time, expanding the scope of practice research. It can make administrator of mountain torrent prevention projects or similar projects pay more attention to the project risk management and enhance risk awareness. In the study we use WBS for the risk analysis and identification and use fussy-AHP for the risk evaluation, then pose corresponding risk countermeasures. A set of integrated method is given that can be introduced and recommended by similar mountain torrent prevention projects. It is of great importance to improve the performance and the practical application level of the projects’ risk management.
