Research On Ecological County Construction Development Capacity Of Jixian County Of Shuangyashan City

With the development of economic level, our government is paying more attention on environmental problems. The construction of ecological county, as a main carrier of Chiniese ecological civilizations development has made an important contribution to the harmonious development of economy, society and environment of our country. The study of ecological county construction development capacity in a county-level region plays a positive role in realizing administrative region ecological sustainable development in county-level.The article takes Jixian County of Shuangyashan City as the research object. According to the evaluation method of sustainable development capacity, along with the theories of comprehensive evaluation, undertakes a study of the ecological county construction development capacity. Firstly, initial selects, filters and optimizes the evaluating indicators, the indicator system that contains four levels and 24 indicators was built. Secondly, using the method of combinatory weighting to determine the weight of each evaluating indicator, using fuzzy comprehensive evaluation carried on the study on the ecological county construction development capacity of Jixian County from 2009 to 2014. Then, using model GM(1, 1) to predict the variation trend of development capacity from 2015 to 2020. Finally, recommendations improving the ecological sustainability index of Jixian County were proposed.According to the research, from 2009 to 2014, the sustainability index in Jixian County constantly increased from 0.676 to 0.775, total development level is the moderate level due to the well development of 8 indicators including energy consumption for unit GDP production. Especially the secondary education popularity has sharply increased and both air and water quality has been clearly better. However, 6 indicators including the proportion of protection region in whole area of land had poor development condition, which are the negative factors of environment. From 2015 to 2020, the sustainability index in Jixian County increased from 0.788 to 0.838, total development level increased from the moderate level to high level due to the indicators including energy consumption for unit GDP production which reaches the mark since 2017, the popularity of rural hygienic wash-room which reaches the mark since 2015, harmless treatment rate of municipal solid waste which reaches the mark since 2016, the utilization of commercial scale livestock breeding excrement which constantly increases and reaches the mark at 2020. The proportion of protection region in whole area of land constantly increases and the distance from standard value has decreased. COD emissions per unit of GDP decreases and the distance from standard value has decreased. At the same time, the recycle of industrial use of water and complex utilization of straw decrease constantly which contribute more to the environment deterioration.Based on the study, the article figures out the advantagerous and disadvantagerous factors of ecological county construction developing progess of Jixian County, proposes pointed recommendations, such as to boost clean production of enterprises, to ensure the decrease of energy consumption for unit GDP production, to promote the recycle of industrial use of water, to develop the technology of complex utilization of straw and the utilization of commercial scale livestock breeding excrement, etc and offers a scientific basis for Jixian County’s sustainable development. At the same time, the study can provide ideas for other counties’ study of the same kind.
