With the growth of international and China’s shipping market, the global demand for seafarers is constantly increasing. Although the shipping market in recent years is depressed as a consequence of the international financial crisis, the admissions of China’s maritime colleges and training institutions have not been cut sharply. With the shipping market’s increasing demand for crew, the seafarer training institutions in China have also been developing fast. A lot of seamen received the basic skills and the necessary certificates through training. These training institutions have made indelible contributions to building seamen’s teams both for China and for the world. Most of the training institutions are located in big coastal cities, and the local maritime management capacity and resources are limited, it thus needs to be studied that how should we manage so many training institutions with limited human resources.This paper starts with the management and regulation of crew training by government departments, and through looking up information and doing research, dis-cusses the regulatory approach saving human resources and material resources, which is called the quantified and classified management of crew training institutions. First, this paper introduces the current relevant research home and abroad, then it introduces the history and current situation of maritime education and training in China. After comparison of several mathematical models, weighted sum method is selected for classifying training institutions. In this method we first set evaluation criteria for crew training institutions quantitative classification, then score each situation by actual situation, and determine the weight of each evaluation index by consulting experts. The final score of each training institutions is calculated by using the weighted sum method. According to the distribution of the final score, we make decision of the crew training institutions in several stage. Finally the crew training mechanism is divided into three classes, and according to the existing policies and regulations, specific supervision measures for each class of crew training institutions are put forward.This article for the first time puts forward the concept of the quantified and classified management of crew training institutions. The weighted sum method is used to classify the training organization. This method is simple and practical, which can be promoted across the country.
