Fishery is a traditional industry and one of the main industries in China.However,according to statistics,marine fishery is also one of the most dangerous occupations in the world today.Liaoning fishery has a long history and has always played a decisive role in the economic and social development of Liaoning Province.There are 25 coastal counties(cities,districts)in Liaoning Province,with a fishery population of over 800,000.In 2013,the fishery output value of Liaoning Province was nearly 800 million yuan,accounting for 15.8% of the agricultural output value,and more than 40,000 fishing boats.Fishing vessels operate intensively,the production environment is harsh in the sea area,and fishing boat accidents occur frequently.According to the statistics of the Liaoning Provincial Fisheries and Fishery Bureau,in 2014,there were 39 accidents involving the safety of fishing vessels in Liaoning Province,and the number of deaths was 47.It accounted for a large proportion of the national fishing vessel safety accidents.There are many factors that contribute to a dangerous situation at sea,where human factors play a potential or active role in the cause of the accident.The purpose of crew training is to increase crew knowledge,improve the quality of crew members,and ensure the safe operation of crew members,thereby reducing casualties and economic losses.In order to study the current situation of fishery crew training and its role in fishery safety,this paper takes Liaoning Province as an example to conduct empirical research,from the perspective of experts and crew,through the experts who train fishery crews and the trained crew.Questionnaire survey and qualitative and quantitative analysis of survey data to understand the current situation of fishermen's training and summarize the problems existing in the training of fishermen's crew.This can reveal the overall level of fisherman training in China to a certain extent,and provide guidance to reform the training of fishermen's crew.In response to the expert questionnaire,this paper firstly uses the analytic hierarchy process to comprehensively consider the impact of crew,training institutions,shipowners and competent authorities,determine the influencing factors of the status of fishing crew training,and establish an indicator system for fishermen training.Secondly,according to the evaluation criteria,the judgment matrix of the influencing factors are compared through the expert survey method,and then the relative weights of each influencing factor are determined.Finally,an improved fuzzy comprehensive evaluation model is used to comprehensively evaluate the status quo of fishing crew training in Liaoning Province,and the evaluation results are analyzed to provide a theoretical basis for improving the training status of fishing crews.According to the crew survey questionnaire,this paper firstly analyzes the individual characteristics and training status of the fishermen's crew.On this basis,the training quality of the fishing crew is analyzed from four aspects: training satisfaction,training attitude,training effectiveness and training needs.Some regular characteristics and general problems in the training of fishermen's crews,and put forward targeted opinions and suggestions for this.
