With the rapid development of China’s highway infrastructure, traffic safety situation has become more and more serious. Especially the major accidents have caused heavy casualties and property losses. Site emergency response is the core of emergency rescue, so optimizing the procedures of scene emergency response of major highway accident is significant to regulate the disposal program of major accidents, and important to improve the incident handling efficiency. The processes of emergency response of serious accidents in highway include five links which are accident alarm, early disposal, starting response, site disposal and emergency ending. There are four kinds of problems existed in the process of operation:(1) the efficiency of accident information transmission is low.(2) the time of emergency response is long.(3) the efficiency of on-site disposal is low.(4) Cooperation and coordination of different department are inadequate. These issues have had a great impact on the emergency rescue and highway traffic efficiency. Based on the above understanding, we used life-cycle theory of crisis and accident causation theory to do a case-emergency analysis of the characteristics of different segments of the cycle and corresponding emergency disposal of Guangzhou-6.29 major traffic accident. On the basis of comprehensive analysis of National Highway major accident scene emergency situation disposal between 2011 and 2014, we proposed optimized recommendations for emergency response process of highway accident scene. According to the four stages of occurrence, development, peak and recession in traffic emergency dispose, we proposed optimized recommendations for the key links of traffic information dispose, initial treatment, emergency response and late disposal. We also strengthen the process of emergency dispose for special traffic accidents.
