When the traffic accident occurs on the freeway, traffic police, medical sector, police fireprotection sector, operations management and other departments should start the appropriateemergency disposal plan to deal with the traffic accident according to the specificcircumstance. Traffic police and medical sector can put the traffic accident classificationcriteria of China as the basis to start any level of emergency disposal plan. Police fireprotection sector can put the strength of the fire as the basis to start any level of emergencydisposal plan. Freeway operations management department should start from their ownresponsibilities,understand which factors as the basis to evaluate accident levels and put themas bases to start the appropriate emergency response plans is particularly important forreducing casualties and property losses caused by the accident, preventing secondary accidentoccurring, reducing traffic delays caused by accidents.The core problem of freeway operation management department concerned in theemergency disposal of traffic accident is whether the remaining capabilities is able to meet thetransport needs, the degree of influence on the vehicle stranded in road accident and difficultyof the accident emergency disposal itself when the capacity declined. Freeway operationmanagement department hopes to be able to assess the extent of the impact on trafficimmediately after the accident in order to make a quick emergency response and trafficcontrol induction strategies. Therefore, the study of freeway traffic accident classificationmethod based on the view of operation management is necessary.Based on comprehensive consideration of China’s freeway network monitoring currentsituation, this paper analyzes important factors that affecting the classification of accidentshierarchies and determine the minimum delay of stranded vehicles, road capacity remainingrate, road predicted saturation and the number of external departments in emergency disposalas the indicators of the accidents hierarchies classification considering the current situation offreeway monitoring system. Fuzzy comprehensive evaluation model is adopted to constructfreeway traffic accident disposal level methods based on operations management perspective,and the accuracy and usefulness of the model was validated through examples. The problemof freeway operations management department to have a method applicable to their ownaccident classification in the accidents disposal is solved.
