Along with the deepening of China’s reform and opening up, theimprovement of people’s living standard, people on medical service level requirementis increasing, and the government continues to promote the reform of medical system,the city of Anshan, is one of sixteen national new medical reform pilot city, so Anshanpublic hospitals are constantly exploring the reform path. Public hospitals in Anshanto advance the new medical reform, from2011began the introduction andimplementation of performance management in public hospitals, each according to itsown characteristics, has established its own system of performance management,performance management system in the form of already established, but there are stilla lot of problems in the process of performance management in advance of. In thispaper, by analyzing the present situation and achievements of performancemanagement in public hospitals in Anshan to promote, revealed the presence ofperformance management mechanism is not perfect, performance indicators and thestrategy of hospital, no hook are not handled correctly between the organizationalperformance and individual performance, design of performance evaluation indicators,ignoring the importance of culture in a single problem in performance targets andindicators system of performance management, and then puts forward theestablishment of hospital performance management mechanism, directed by thestrategy formulation of hospital performance indicators, to cultivate the right valuesand hospital culture, the balance of the individual and organizational performancerelationship to achieve the overall best; the communication stage performance isnarrow, participation in the formulation of different level of poor communication, andlack of implementation of efficient information system of performance management,put forward to increase the performance of participation in the formulation of surface,the establishment of regular hospital level communication mechanism, strengtheningthe information construction of hospital performance management; in the assessmentphase of hospital managers in the understanding of performance management errors,the performance appraisal is only a means, and stress appraisal the results and ignorethe appraisal process problems, put forward change Hospital management changes onperformance management, employee performance appraisal of the misunderstandingof the one-sided understanding, comprehensively promote the Countermeasures ofperformance appraisal process management, according to the feedback and the resultsof the application of existing performance appraisal feedback is not timely,performance results have not been timely and extensive application problems, putsforward some countermeasures to speed up the performance appraisal informationfeedback speed and timely widely used in hospital results, and proposed to acceleratethe construction of occupation of public hospital, using the KPI method to design a setof more perfect solution of performance assessment.
