ObjectiveSFA was used to evaluate secondary and tertiary hospitals’ bed utilization inHenan province.Tobit regression analysis was used to analyze the efficiency ofhospital beds,and discuss significantly efficiency targets, provide the basis ofimprove operational efficiency and rational allocation of resources for hospitaladministrators to strengthen the connotation construction.MethodsDocuments are excerpted from “10target” annual statement of secondary andtertiary hospitals in Henan province in2012. Using principal component analysis,the likelihood ratio test for simplification and screening indicators, along with thelikelihood model and measurements to determine the stochastic frontier analysisratio test and parametric test calculation process; Frontier4.1was use to,analyze andevaluate the technological and cost efficiency. Eviews was used to Tobit regressionanalyze technical efficiency and cost efficiency of hospital beds. Microsoft OfficeExcel2007was used to establish database and data entry; using SPSS21.0statisticalanalysis.Results1.SFA model and index system efficiency of hospital beds After statisticalanalysis, the number of beds,the number of doctors and the number of nurses in theward are production function input indicators, composite indicator Z was outputindicator which obtained by principal component analysis.The input target ofstochastic frontier cost model are summarized as number of inpatients,average daysin hospital,average days in hospital before waiting for the day to havesurgery,number of beds,number of doctors,number of nurses in the ward.Outputtarget is overall variable cost.2.Overall The average technological efficiency value of beds using efficiencyamong these secondary and teritary hospitals is0.721in Henan province in2012,of which regarded as low-efficiency ones making up1.86%in all,middle-levelefficiency ones accounting for86.07%of the total.The number of high-levelefficiency ones makes up12.07%percent in all.The average production efficiencyvalue is0.792, low-efficiency ones making up0.31%in all, middle-level efficiencyones accounting for44.89%of the total,high-level efficiency ones makes up54.80%percent in all.3.Different levels of hospital The average value of beds utilize efficiencyamong these secondary and tertiary hospitals in Henan province:the tertiary morethan the secondary; The average cost efficiency: the tertiary less than the secondary.4.Different types of hospital The average technical efficiency: tumor hospital> other specialized hospitals> hospital for infectious diseases> children hospital>maternal and children hospital> general hospital> cardiovascular hospital>psychiatric hospital> stomatological hospital; The average cost efficiency:psychiatric hospital>general hospital> children hospital> maternal and childrenhospital> cardiovascular hospital> stomatological hospital> other specializedhospitals> hospital for infectious diseases> tumor hospital。5.Tobit regression analysis At the0.05significance level, beds number, bedoccupancy rate, inpatient revenue, the ratio of physicians and nurses, the ratio ofnurses and beds are a positive influence, the greatest impact is the ratio of nurses andbeds; beds number, average length of stay, bed occupancy rate, the ratio ofphysicians and nurses and the ratio of nurses and beds have positive impact on bedsuse cost-effectiveness and the impact of the ratio of nurses and beds is maximum;the actual number of occupied bed days, hospitalization expenses for beds usecost-efficiency the impact is negative, which affect hospitalization expenses max.Conclusion1.Under the principle of scientificalness, advancement and applicability,moreperfect SFA index selection and evaluation system are built by initially selectedindicators, simplified operation and other steps to filter out the final index.2.The technical efficiency of beds utilization stays above average level amongsecondary hospitals in Henan province in2012.There is enough room to rise for themajority of hospitals from average level to highly efficient level. The cost efficiency of beds utilization stays secondary and higher level. Different types of hospital bedsefficiency significantly different.3.Technical efficiency and cost efficienc of hospital beds can raise by thegrowth of bed occupancy rate, ratio of physicians and nurses and the ratio of nursesand beds; reducing the actual number of occupied bed days, hospitalization expensescan actually improve the cost efficiency of the utilization of hospital beds..
