| Background:With the expediting of industrialization process, industrial accidents are emerging in an endless stream. Not only do the industrial accidents affect the workers and their families, but also the loss of enormous social labor. Moreover the industrial accidents have restricted the development of society and industry seriously and affect social stability. Work injury rehabilitation is of great importance to the disability, their family, enterprises and the social stability, which focus on an active injury approach to restoring physical function, and improving overall fitness and occupation labor ability.Objective:This study aims to investigate the development of work injury rehabilitation in GuangDong Province and the challenges that face, providing theoretical basis and decision-making basis for the development of work injury rehabilitation in GuangDong Province.Contents and methods:A sampling survey was conducted among rehabilitation medical institutions authorized by Department of human resources and social security of GuangDong Province, in which29rehabilitation medical institutions were recruited. The contents of investigation contained:the basic situation of rehabilitation medical institutions, the installation of the division, the equipment disposition, their performance in scientific research and teaching and the capability of teaching, the service quantity and quality of these institutions. Besides, a typical hospital study was conducted on GuangDong Provincial Work Injury Rehabilitation Hospital.Result:1. General information:29rehabilitation medical institutions were recruited in this study. There are2199recovering beds in these institutions, and the bed utilization ratio was81.18%. There is only one tertiary rehabilitation hospital in GuangDong Province, which is the GuangDong Provincial Work Injury Rehabilitation Hospital.2. Institutional settings:The division of the rehabilitation hospitals is more complete and with larger site area than the rehabilitation department in tertiary comprehensive hospital. There are rehabilitation ward in all the hospitals involved in this research. There are79.31%of hospitals had the rehabilitation clinics,68.97%with the rehabilitation function assessment rooms,75.86%with the exercise therapy rooms and occupational therapy rooms,82.76%with the physical therapy rooms and speech therapy rooms,100%with the traditional rehabilitation room,65.52%with the psychotherapy rooms, and only17.24%with the rehabilitation engineering room.3. Equipment disposition:83.33%of rehabilitation department in tertiary comprehensive hospital and82.35%of rehabilitation hospitals had equipment for rehabilitation function evaluation and laboratory testing. All the investigated hospitals had been equipped with a variety of rehabilitation therapy devices, but the advanced extent and quantity of the devices varied. Rehabilitation department in tertiary comprehensive hospital had less and simpler equipment in exercise therapy and occupational therapy than rehabilitation hospitals. All the institutions had been equipped with basic first-aid equipments and the tertiary comprehensive hospitals were equipped with more advanced and complete devices. There were27hospitals that had implemented the hospital information systems.4. Human source status:With regards to the educational background and professional levels, the rehabilitation department in tertiary comprehensive hospitals was better than that of rehabilitation hospitals.5. The quantity and quality of rehabilitation services:the service quantity of rehabilitation department in tertiary comprehensive hospitals was more than that of the rehabilitation hospitals in most of the medical service items. But an opposite results was found in cognition therapy and rehabilitation engineering. Moreover, the time period of being in hospital was longer in rehabilitation hospitals than in rehabilitation department in tertiary comprehensive hospitals. Similar efficiency of the diagnosis and treatment were found between these two kinds of hospitals.6. Hospital management:the management was superior in rehabilitation department in tertiary comprehensive hospitals to that of the rehabilitation hospitals. However, the rehabilitation hospitals performed better in two-way referral and medical resources integration.7. Performance in scientific researches and teaching:the quantity and quality of the scientific researches and teaching was superior in rehabilitation department in tertiary comprehensive hospitals than in the rehabilitation hospitals. Tertiary comprehensive hospitals had undertaken larger number of continuing education programs with more clinical teachers.8. The development situation of the GuangDong Provincial Work Injury Rehabilitation Hospital (special sample):The hospital possessed more than600recovering beds, and the bed utilization ratio was81.18%. The hospital does their best to improve the division establishment and to increase the investment, with103new technology and services in2013.80%of the injured worker returned to work after vocational rehabilitation. It had also payed more attention to education, academic activities and personnel trainings, and had got lots of scientific research projects and funds.Conclusion:1. The work injury rehabilitation of the GuangDong Province had achieved a good development basis. There are45rehabilitation medical institutions authorized by Department of Human Resources and Social Security of GuangDong Province, one of which was tertiary rehabilitation hospital. The rehabilitation institutions recruited in the study had been equipped with equipment for rehabilitation evaluation and laboratory testing, therapeutic facilities, basic first-aid equipments and hospital information systems. And these rehabilitations already had the ability to provide high quality services and capacity for research and teaching.2. Work injury rehabilitation medical institutions have formed a development pattern in which the rehabilitation medial institutions are supervised by health department, disabled persons’ federation and Department of Human Resources and Social Security, and run by the government, enterprises, and privates.3. The GuangDong Provincial Work Injury Rehabilitation Hospital has established its leading position among the rehabilitation medical institutions in GuangDong. It has achieved a great development and its management modeL will be as a model for the development of work injury rehabilitation in GuangDong province. |
