| Objective:Research status of the city of Xinjiang community health service institutions, for future more rational allocation of community health resources, formulate relevant policy provide a basis for the development of community health service. Methods:In Xinjiang, the basic situation of community health service institutions, manpower, material resources, financial resources, describes the present status, and uses the Lorenz curve and Gini coefficient to evaluate the fairness of allocation of health resources. Results:The organizers of community health service institutions present diversification, and mainly held by the social forces, and31.77%of community health service institutions into the medical insurance fixed-point units, providing services of traditional Chinese medicine is68.23%in the city of Xinjiang. Human resource is insufficient, personnel quality is not high, minority technical staff accounted for26.18%, male to female ratio of1:3.07, and deficient in general practitioners. Community health service center of observation data is for an average of only2.83, lower than the national standard. The device configuration is different between community health service centers and stations, and coverage rate is low. Housing area is insufficient, there is significant different between north and south Xinjiang, most of the cities is lower than the national standard. Community health service institutions mainly rely on drugs and fiscal revenue income to maintain operation of institutions. City of Xinjiang community health service institutions is mainly composed of outpatient service and accounting for93.42%, then emergency service and family health services are accounting for small part. Community health resource allocation evaluation is fairness both from the perspective of population and area. Conclusions:Set up strict management system of community health institutions, moderately increase the number of people, improve the personnel cable quality; Adjust the personnel structure, strengthen the training of general practitioner and community nurses, attaches great importance to the prevention of health care personnel training to establish diversified financing channels, improve the overall efficiency of community health service institutions; Adjust the distribution of community health resources rationally, and intensify the government funds and policy support of the community. |
