Study On The Refrom Of The Drug Addition In The County Public Hospitals In Sichuan Province

Reform of public hospitals is an important part of the The new medical reform,and cancel the drug addition is also an important part of the reform of public hospitals. Cancel drug addition reform is directly related to the success of the reform of public hospitals, thereby affecting the entire new medical reform. For a long time, China’s public hospitals bear the basic medical services and public health service responsibilities, are institutions with public and welfare in nature. There are mainly three kinds of compensation mode of public hospital:financial aid, income from medical service and drugs. Because of the financial subsidy is too mean, unable to meet the requirements of hospital to expand the scale, the introduction of large-scale medical equipment, improve employee benefitsdemand, and so on. the income of drug addition has gradually become the main source of public hospital income, grows in the hospital, the doctor’s profit behavior.The drug price addition too high, resulting in " health services too expensive", tense relationship between doctors and patients and the public hospital public welfare desalination and other consequences, it has seriously affected the social image of public hospital.This paper first use of welfare economics, health economics, public goods theory and thetheory of non-profit organizations,to analyze the Sichuan province county level public hospital drug addition to cancel the policy thrust in theory. In this paper, selected a sample County from echo of the three kinds of area of Sichuan Province,using statistical method and interview research method, literature method, Descriptive analysis based on the sample area in 2011-2013 years of public hospital operation status, income and expenditure, patient cost burden, to analysis the influence of county level public hospital in different regions of the balance of payments, service quantity change, influence of all medical expenses of the patients after the drug addition was cancelled. And to design questionnaire and interviews by self, interviews were conducted with the relevant personnel. According to the results of the analysis results and interview conclusion:Firstly, the government’s subsidy to low investment, and can not timely;Secondly, financial compensation should be improved; Thirdly, policy implementation deviation; Fourth,the burden of patients has been reduced; Fifth, the public hospital service quantity affected; Sixth, the public hospitals’ income has been reduced, and impact medical staff’s positive. This paper analyzes the deep-seated reason of these problems, mainly have the reason of system, government departments, public hospital and system reasons etc.Finally, a summary of the article, and put forward some policy suggestions to government departments, Hope that through promoting the reform of public hospital compensation mechanism, to build up an efficient market compensation mechanism, to improve the performance appraisal system of public hospitals, strengthen the supervision of the public hospital, to establish and improve the series of reform measures, to strengthen hospital internal control and cost management and play the role of traditional Chinese medicine, improve the proportion of traditional Chinese medicine, to provide reference for the work of all public hospitals in Sichuan Province to cancel the drug addition in next step, and to provide some beneficial enlightenment for the other areas of our country where to cancel drug addition.
