The Establishment And Application Of Technological Innovation Capacity Evaluation Index Of Third-tier General Hospital

Objectives The improving of medical technology level and medical services quality, depends on the progress of medical science, in facet, depends on medical technology innovation. There are three important tasks in third-tier general hospital medical care, teaching and research, which have been concerned by government departments and medical sectors, so it is worth to explore the evaluation of third-tier general hospital technological innovation capacity. The purpose of this study is to construct the evaluation index system of technological innovation capacity of third-tier general hospital and do evaluation, to find the key factors and deficiencies, and provide methods for hospitals and departments in evaluation of hospital technology innovation ability.Methods Through systematical reviewing, the paper summarized the related theories of hospital innovation, explained the function and task of third-tier general hospital, and the technological innovation capacity evaluation index of third-tier general hospital was preliminarily constructed. 17 experts were selected from large general hospitals, health administrative departments and universities, and building the technological innovation capacity evaluation index of third-tier general hospital with three rounds of Delphi method, analytic hierarchy process(AHP) was used to determine the weight of these indicators. Collecting six third-tier general hospitals data with questionnaire, and they were sorted by using WRSR methods to evaluate their technological innovation capacity.Results The technological innovation capacity evaluation index of third-tier general hospital consists of 4 level-1 indicators, 9 level-2 indicators and 36 level-3 indicators, and the weights of these indexes were also determined.The experts positive coefficient is 0.90, authority coefficient is 0.81, the coordination coefficient of the second and third rounds of expert advice were 0.412 and 0.467, so the specialist consultation is reliable. The empirical results show that the technological innovation capacity of third-tier general hospital is H3> H1> H2> H6> H5> H4, and H3 was excellent, H1, H2, H6 and H5 were medium, H4 was bad.Conclusion The result of technological innovation capacity evaluation index system is reliable and scientific. AHP to determine the index weight is feasible, which can found the key points of hospital technological innovation. WRSR methods can found the strengths and weak points of technological innovation capacity of third-tier general hospital, it’s a valuable and simple instrument to make a scientific assessment of technological innovation capacity in third-tier general hospital.
