| "Innovation sustains the progress of a nation. It is an inexhaustible motive force for the prosperity of a country."A large general hospital is a typical science and technology (S&T)-intensive organization that integrates medical treatment, teaching and scientific research. Both its quality of medical services and quantity of comprehensive strength depend much on the innovation of medical science and technology. Therefore, we are in urgent need of building a target system aiming at the evaluation of large general hospital's sustainable S&T ability for innovation, and with its application, the system will be able to provide both an effective managerial method and a decision-making foundation that may help administrators understand their hospital's situation of S&T innovation in a more deepened fashion, through which obstacles of innovation can be got rid of and an all-round, harmonious and sustainable development of hospital can be achieved.Firstly, the theory of S&T innovation was discussed based on the systematic analysis of the related facts from documents. Secondly, a set of targets was drafted with methods of work breakdown structure (WBS), classification and combination from references to many other studies of S&T evaluation, and then, revised by experts who were familiar with the subject. Thirdly, the weight of each target was decided through Analytical Hierarchy Process (AHP) and questionnaires, on the basis of which a systematic and comprehensive evaluation target system of large general hospital's sustainable S&T ability for innovation was formed and proved reliable by consistency check. Finally, four large general hospitals from three different regions of China were evaluated with the aforementioned target system. The evaluation models varied in design to attain different goals and the final scores reflected the dynamic trends and levels of innovative abilities in different hospitals. As a result, the evaluation was proved to be feasible and meaningful.The research established an evaluation target system of large general hospital's sustainable S&T ability for innovation and received satisfactory results with application. The system not only provides an effective means for innovative ability evaluation, but also a reference for other phases of evaluation in S&T management. It helps create innovative atmosphere in hospitals and offers theoretical foundation and valuable information to the managerial decision-making. |
