Objective This study was constructed ability of clinical practice index system for evaluating emergency nurse in accordance with Chinese emergency nursing practice. To provide reference for ability examination and level assessment of emergency nurses, make the nursing human resources management based on capability of nurses, optimize nurse level management and promote the professional development of emergency nursing. Methods This study was established the Emergency Nurses Ability of Clinical Practice Framework(ENACPF) and Evaluation Index System of Emergency Nurses in Clinical Practice Ability(EISENCPA)through literature and theoretical analysis, qualitative interview and Delphi method and constructing the different standards for EISENCPA initially. The expert positive coefficient, coefficient authoritative and other statistical indicators show the representativeness and reliability of the consultation results. To test the index system reliability, validity through investigation emergency department nurses of a Shanghai hospital. Results ①Constructed ENACPF and EISENCPA. The clinical practice ability of emergency nurse should consist of 4 domains including professional practice, clinical thinking, communication and coordination, psychological. The evaluation index system includes 4 level-Ⅰdimensions and 16 level-Ⅱdimensions and 39 level-Ⅲitems.②The authoritative coefficient of three-rounds of Delphi method was 0.88, the positive coefficient was 1.0; the first two-rounds of coordination coefficient were 0.224, 0.421,the third round of N1 to N4 level coordination coefficient ranged from 0.421 to 0.438,p<0.05 for all.③The authoritative coefficient of the two rounds of questionnaire Delphi methodwas 0.89,the coordination coefficient were respectively 0.27,0.57,p < 0.05. ④ The average score of different level nurses’ clinical practice ability showed an increasing trend, but the difference was not statistically significant(p > 0.05).Cronbach’s α of total system was up to 0.975,Cronbach’s α of each domain ranged from 0.846 to 0.953;expert content validity was0.714.⑤The investigation of the different level nurses’ clinical practice ability score showed an increasing trend with significant difference(p < 0.05).The average score of clinical practice ability of nurses in emergency department of resuscitation room and EICU is higher than other two departments, but the difference was not statistically significant(p>0.05);Thescore of emergency nurses who havebachelor degree in clinical practice ability were slightly higher than the college degree, the difference was statistically significant(p<0.05);Working time within less than 5 years,6-10 years and greater than 10 years has the statistical significance difference(p<0.05);The average score of ability of clinical practice of emergencynurses from junior to senior professional technical title showed an increasing trend with significant difference(p<0.05).Conclusion Through qualitative and quantitative methods to establish ENACPF and EISENCPA, including 4 level-Ⅰdimensions and 16 level-Ⅱdimensions and 39 level-Ⅲitems.To provide reference for emergency nurse ability examination, level assessment. The investigation data showed the index system has a good reliability and validity. There were some differences between different levels, departments, professional clinical title, qualifications and working time of nurses about ability of clinical practice. But it cannot explain the standard level division of the investigation hospital match with the research level standard based-on clinical practice ability. The two cannot replace each other. It still need to further research.
