In recent years, with the rapid development of modern network communicationtechnology, telemedicine appeared on the subject since the governments of the world ’sattention, telemedicine information system gradually has become one of the highlights andfeatures of today’s major hospitals.Objective: Describe and analyze the2533cases telemedicine consultation cases of Kashgar,know about utilization of telemedicine platform and analyze the social and economic benefits,explore the application value of telemedicine in primary hospitals of Kashgar, Xin jiang inorder to summarize telemedicine experience better, and provide a reference for the long-termdevelopment plan of telemedicine in Kashgar region.Methods: Collect the clinical data through telemedicine platform consultation from April1toDecember31in2013, using excel software for data classification, arrangement, sorting,preliminary statistics and analysis, making descriptive statistics of the cases and results of thetelemedicine consultation by constituent ratio, making statistical description and inference ofthe data by the use of SPSS17.0statistical analysis software, chi-square test or rank sum test.Calculating the territorial unpaid charges per capital of telemedicine consultation cases as areference to the referral medical expenses.Results:(1)The referral rate by telemedicine platform was10.78%and they are all difficultcritically ill patients;The remote diagnosis coincidence rate was93.92%, and the remotehealing rate was92.42%;providing advice accounted for56.02%, definitive diagnosisaccounted for31.54%, referral treatment accounted for14.77%, additional information checkaccounted for1.66%.(2)2533cases teleconsultation cases, the number of2159cases of territorialdiagnosis, the balance of the total direct hospital costs of about11,884,000yuan, the percapita cost of hospitalization balance of about5504.40yuan, remote medical consultationsper one patient, the patient will be reducing the burden of about5504.40yuan.2159cases ofpatients possessions get treatment, indirect costs for local balances (mainly transportation andaccommodation expenses) of about742,200yuan, or an average per telemedicineconsultation patients territorial balance after indirect costs343.77yuan.(3) Social compensation fund balances: Patients enrolled in the new ruralcooperative medical care, a hospital, two hospitals and three hospitals balance of healthinsurance costs per patient were268.78yuan,2268.37yuan,2761.37yuan; medicalinsurance for urban workers patients with different levels of hospitals per capita cost of healthinsurance balances were1705.45yuan,2429.73yuan; patients with medical insurance forurban residents, the balance of different levels of per capita cost of health insurance was2021.85yuan,2761.37yuan. (4)for remote diagnostic consultation via telemedicine platform can generate totalbenefits for the local hospital directly13,401,700yuan; provide remote consultation servicesin hospitals and specialist consultation available income, that is, through telemedicineplatform, consultation Specialist Hospital, the use of advanced medical diagnostictechnology, making the difficult cases will be able to get treatment in the primary hospital,indirectly enhance their visibility.Conclusion: Teleconsultation can improve the diagnosis rate of disease and treatmentefficiency of patients, shorten the duration of treatment and reduce health care costs, so thatthe patient will be able to enjoy high-end medical services at the local with little money;ifextended to primary hospitals, it can save large medical expenses for local patients every year,increase local hospital efficiency and improve the level of basic hospital medical services; foruniversal health insurance, teleconsultation can save a lot of health insurance funds for thestate and reduce the state’s financial burden;and compensate for the lack of medical resourcesand other border defects, if we pay attention to operational efficiency and improve operationalmode, the promotion and application of the new kind of service models can not only savemoney for local patients can but also reduce medical costs, improve efficiency, and bringenormous social and economic benefits for the hospitals and patients in the region.
