Study On The Current Situation,Existing Problems And Countermeasures Of Health Offices In Jianhu

As a village-level medical institution,the village clinic has two main functions,one is the primary diagnosis and treatment of basic diseases,and the other is to provide public health services.It is the cornerstone of China’s rural people’s health security and medical system.In 2016 issued by the central committee of the communist party of China and the state council and the implementation of the "healthy China 2030"planning outline clearly points to build a covered in urban and rural residents basic medical and health care system with Chinese characteristics,strengthening universal public health services,and as the bottom is one of the important link of medical institutions,the development of village clinics,indeed,in the process of reform and development of medical and health undertakings,the governments at all levels of rural health work has always attached great importance to,on the capital investment,policy measures,institution building has been adjusted according to the development of the society,makes every effort to improve primary care,although the effect is remarkable,However,there are still many problems in the establishment of institutions,personnel reserve and function performance.Jianhu county is located in the abdomen of lixia river in central jiangsu province,on the coast of-the yellow sea,and backed by the northern plain of jiangsu province.With a large rural population,it is a typical county city that relies on village-level medical institutions.Its health security is the medical and public health services provided by the village health office.The present situation of village health offices in jianhu county is studied and the existing problems are analyzed,and the countermeasures are put forward,which can provide decision-making Suggestions and references for the construction and development of village medical institutions in China.From jianhu county,this paper based on the operation situation of village clinics,experts and scholars to the theory and practice research of rural medical institutions as the foundation,through the literature research,questionnaire survey method,interview method,data processing and analysis,summarized method,from 2016 to 2018 jianhu county department of health and family planning commission statistics of village clinics,regulatory supervision information related data and surveys and interviews of some relevant personnel the summary and analysis of information,Concluded that jianhu county village clinics has such functions as basic public health services implementation does not reach the designated position,the medical behavior is not standard,the phenomenon of illegal medical practice are common,deficient regulatory supervision problems,and study the reasons of these problems for village clinic administrative planning,medical and health resources allocation is not reasonable,unreasonable medical and health related training does not reach the designated position,village clinic staff salary is low,the various resources relative lack of regulatory and medical and health supervision lack of related laws and regulations appearing,etc.,and further puts forward the countermeasures and Suggestions:a specification set village clinics,improve basic public health services;Second,we should improve the system of rural doctors and optimize the allocation of health resources.Third,to train the village health office staff,strengthen the awareness of legal practice;Improving the economic compensation mechanism and adjusting the salary structure of village health offices;Fifth,we should improve laws and regulations on health supervision,strengthen supervision of village health offices,and curb illegal practice of medicine.
