Research On Government Responsibility Of China Public Health Management

The career of public health is a facility that is benefit for the all mankind. And it concerns the health of all citizens and the development of economy quality. With the development of society and economy, the country and government gradually attach importance to the career of public health. The management of public health is the key to the development of public health career, and its’ position is highlighting step by step. The management of public health is a dynamic process in which the subjects use the theory and method to make the manpower, material resources, financial resources, information and time etc optimal allocation and reach the goal, by means of planning, organizing, conducting, coordinating, controlling and participating. The subjects of public health are governments, medical institutions, industry associations of public health and citizens. Governments are the most important subject in the management of public health, whose responsibility for good or bad performance will decide the process of public health’s development. Thus, doing research on the problems of the performance of governmental responsibility in the management of public health, reasons made by government and suggestions for strengthening governmental responsibility in public health management is really important.This paper mainly adopts the literature research method and qualitative and quantitative research method. This paper is focusing on governmental responsibility in the management of public health. The research is launching from three main parts. The first part is the overview of theory and practice of governmental responsibility in public health management. The second is the status and the problems of governmental responsibility in public health management. The third is the strategies for strengthening governmental responsibility in public health management. Specifically, firstly, this paper conducts the concept definition of governmental responsibility and governmental responsibility in public health management. And then, it makes analysis of the theoretical basis of governmental responsibility in public health management and the performance of governmental responsibility in public health management. Secondly, this paper continues status and problems analysis of governmental responsibility in public health management. What’s more, it makes a further discussion for the reasons of those problems made by government in public health management, from five aspects such as thoughts, value, organization, system and law. And then, it places emphasis on the countermeasures for strengthening governmental responsibility in public health management. What’s more, the article considers that we should strengthen governmental responsibility in public health management from five parts. These is improving the laws of public health, increasing the investment of public health, establishing the modern public health institution of service and supervision, perfecting public health service system and building governmental accountability system.
