Research On New Rural Cooperative Medical Fund Payment And Its Supervision

With the constant improvement of people’s living standard,people’s demand of health services and expenditure on health is rising year by year. Accordingly, the pressure on the payment of medical insurance fund is increasing. As a result, how to choose the mode of health insurance payment and control the costs of health,at the same time motivate health services institutions to improve the quality of services is the main problem. Since multiple interests are involved in the payment reform,a good payment method is conductive to control the unreasonable growth of medical costs,to save medical resources and improve the efficiency of using NCMS funds, and to improve the beneficial standard of rural residents. This article draws on the main experience and practice of medical insurance payment reform, compares advantages and disadvantages of different payment methods,and analyzes the present situation of NCMS payment reform in China. At the same time,the article evaluates the achievements of payment reform,at last it provides reliable basis for further exploration of payment reform path so as to solve the problem of the growing medical expenditure.According to the reform of payment methods, based on the perspective of stakeholders, this research analyzes the supervision of regulators, appointed medical institutions, and farmers participating in NCMS. In view of the NCMS of Fengrun District in Tangshan city, this research analyzes the supervision of different stakeholders in Fengrun area, discusses relevant regulatory approaches of payment, and makes the corresponding countermeasures and suggestions. According to the research of the related problems in the supervision of payment, this research aims to develop and innovate the regulation methods of payment, and provide a reference for the supervision of the NCMS payment.
