Research On The Supervision Of New Rural Cooperative Medical Insurance Fund In Yixian County

Since the implementation of the new rural cooperative medical care system,as China’s basic medical care system,it has played an irreplaceable role in alleviating the burden of rural residents and promoting social equity and justice.However,due to the large scale of new rural cooperative medical fund,various problems are inevitable.Based on yi county as the research object,this paper first describes the present situation of the new rural cooperative medical care system and the situation of rural cooperative medical fund supervision,analysis of righteousness county new farming cooperation fund regulatory status quo and existing problems,and finally from the system,the system of supervision,personnel management,legal aspects put forward the perfect righteousness county new agricultural cooperation fund regulatory strategy.The main conclusions of this paper are as follows:the use of the new rural cooperative fund in Yixian is over treatment of medical institutions,the corruption of the staff,and the false fraud of farmers.The main reasons for these problems are the irrational management system,the unsound protection of the legal system,the weak consciousness of farmers’supervision and the large space for rent-seeking.In order to improve the supervision of the agricultural cooperation fund,the local government can take measures such as changing the fund management organization,innovation supervision,strengthening the work audit,strengthening the punishment and setting up the report of the award.Through the study of the supervision of the new rural cooperative fund in Yixian,this paper can be extended to the fund supervision and regulation process in all parts of the country.The research results are of great significance to the improvement of the new rural cooperative insurance system and the protection of the legitimate rights of the farmers.
