ObjectiveThis topic is on the basis of performance management implementation status of township hospitals in Chongqing, combined with the statistical method to determine the influencing factors, to analyze problems that exist in the process of implementation performance management, and explore strategy conforms to the actual situation in township hospitals, which can effectively improve the efficiency and quality of public health services and basic medical service, arouse the enthusiasm of the health technical personnel, improve the residents’ satisfaction.MethodIn this study, lots of methods were used to explore the performance evaluation of township hospitals. Main methods such as:1. Literature researching; 2. Questionnaire investigating; 3. In-depth interview; 4. Statistical analysis.ResultBased on TOPSIS analysis of the overall performance of the sample area township hospitals, it is concluded that the overall performance have regional differences, the overall performance of township hospitals in the main urban area is better than other counties’. Then using TOPSIS analysis results as the dependent variable, representative indicators selected from the overall performance as the independent variable, through the regression analysis find that total input of finance, amount of basic public health services grants one year, annual per capita basic public health services grants standards, improvement rate, recovery rate, the time of assessment results feedback, the satisfaction of the performance salary allocation scheme seven indicators have greater influence on the performance management of township hospitals, seven indicators of township hospitals performance management have statistical significance(P<0.05).On the basis of analysis the current research in performance management of township hospitals, it still has the following deficiencies: (1) The imperfection of the performance appraisal scheme, Which examination weight to public health and lead to the weakening of basic medical, the lack of suitable evaluation index system and the assessment results using single. (2) Insufficient financial input. Some institutes is still balance allocation and performance total wages is low, the employees lack of enthusiasm. (3) Lack of performance communication. Superiors and subordinates can’t communicate effectively. (4) Health information level is too low. Health inspection personnel of township hospitals spend a lot of manpower and material resources to the statistical examination data every month.SuggestionIn view of the problems arising from the investigation, the paper puts forward measures to promote the development of township hospitals:(1) Perfect the evaluation scheme, by building a scientific evaluation index system, guide the work in township hospitals. (2) Reform the performance salary allocation, according to the responsibility to reflect a certain gap of allocation, in order to improve enthusiasm of the business backbone and key post personnel. (3) Strengthen the performance communication, strengthen two-way communication about assessed and be assessed, discover the problems arising from the performance evaluation, put forward rectification opinions, make institution to develop towards the goal. (4) Strengthen financial security, give full play to the public welfare nature of the township hospitals. (5) Speed up the health information construction, improve the efficiency of the performance evaluation of township hospitals.
