China’s Engagement In Global Public Health Governance

With the development of globalized process increased, a series of global issues brought from the globalization have become the focal point that international society should focus on. Recently, the global public health issues that resulted from the emerged infectious diseases have seriously post a threat to human survival and human health security, even affected orderly development of social economics. Therefore, for tackling the global public health challenge, human society should take joint actions to govern these issues. In recent years, with the opinion of Rising China and the idea of China Dream were proposed, it is undoubted to say that China’s engagements in global governance have been attracted more attentions and expectations of international society. Particularly, in the year of 2015, the multiple participation of Chinese government played a crucial role in promoting the global governance process, including the firstly propose of Chinese governance principle "Consultation, Co-construction and Sharing", it is a guiding ideology for China to engaged in global governance process. Meanwhile, Chinese government expressed the prospects to seek for establishing the cooperation and mutual benefits relations, and improving the common development between states. This dissertation will focus on the China’s engagement in global public health governance. It will analyze how the China engaged in the public health governance and what effects does Chinese participation on the global governance process.In the dissertation, firstly, it will comb and analyze the theory of global governance, moreover, it will provide different theoretical perspectives to understand the term "global governance". Then, based on the theoretical analysis, it will emphasize on studying the global governance on global public health issues. Global public health governance is a paradigm to deal with global public health issues. It is to maintain the common interests of human health and safety as the goal, through the multiple agents, such as sovereign state, inter-governmental organizations and non-governmental organizations, who equally participate in the public health governance process, and establish the mechanism of coordination and management system to resolve the public health issues. As one of the important participants of global governance, it also plays a significant role in global public healthgovernance. Thus, the main parts of dissertation will take the China as the object to research how it to participate in global public health governance. For this purpose, it will take the China’s engagement in SARS, Avian Influenza public health crisis and China’s medical assistance to fight the Ebola as the example to highlight the feature of Chinese participation in global public health governance. The SARS crisis in 2003 forced China to be the "controller" to attendance governance, and later in fighting against the Avian Influenza and Ebola, China gradually carried out a series of health cooperation at the global level. Besides, China continues combining health cooperation with foreign policy, making the Chinese role change from the "passive controller" to "active governor", and constantly improving public health medical technology by cultivating the public health specialists. The last feature also implies China’s approaches to engage in global governance have become more professional. The main purpose of China’s engagement in global public health governance is to protect the national interests by cooperating with others, meanwhile, China utilize its own practical action to promote public health issues of global governance. China’s participation in global public health governance develops the political mutual trust relationship among China, great powers and developing countries, promoting China’s voice and influence in global governance and international affairs. Surely, in the process, China also plays a significant role and set up China’s great national image which is full-responsible. At the same time, it is necessary to figure out the challenges which China need to confront, including the constraints of traditional security concept and the concept of sovereignty, the lack of national health security strategy and high positioning of the international community. Faced with these challenges, China should attach importance to the global public issues, as a breakthrough to deepen to participate in global governance, and formulate the global strategy, to raise their ability to participate in global governance. Additionally, having a clear view of what role China wants to play in the world is also an important approach for China’s better engage in global governance. How to better participate in global governance for China is the research meaning of this dissertation.
