For the past few years,with the deepening of the process of globalization,the quality of health problems has risen from a purely medical health issue to the concept of "general health".Many new and recurring infectious diseases have emerged globally,and the health security crisis has gradually transcended the political boundaries of sovereign countries and created a quagmire for the international community.The global health security crisis has highlighted the urgency of global public health governance.The World Health Organization(WHO)is the highest-level international body in global health today and plays a central role in the global public health governance system.As one of the founding members of WHO,China has always been a staunch defender,an important supporter and an active participant of WHO.In a sense,the history of cooperation between China and WHO is a microcosm of China’s participation in global public health governance.As an active advocate and practitioner of the concept of "human health community",China has set a good example for the international community in recent years in promoting global health security and the health and well-being of the poor,and the international community has higher expectations for China’s global public health governance actions.This paper discusses China’s participation in global public health governance based on the analytical framework of WHO,and focuses on the following sections: the first section is the introductory paragraph,which introduces this paper’s objective and meaning,and defines the core concepts of "WHO" and "global public health governance.In the first part,the purpose and significance of the study are introduced,and the two core concepts of "World Health Organization" and "global public health governance" are defined;the relevant literature at home and abroad is reviewed and summarized in the context of the research topic;the study is based on global governance theory and community theory,and is conducted through literature research method,case study method,and interdisciplinary approach.The second part gives an overall overview of WHO and global public health governance,including the background,functions,and operational mechanisms of WHO;the background,trends,and characteristics of global public health governance;and the interaction between the two.The third part analyzes China’s journey and actions in global health governance under the framework of WHO,three types of Chinese actions are highlighted,namely: actively responding to international health emergencies,relying on WHO’s health cooperation center in China to integrate operational forces,and exploring new areas of WHO’s actions.The fourth part analyzes the challenges facing China’s participation in global public health governance under the WHO framework,including the lack of conceptual consensus on global public health governance,the imperfect global public health governance system,the insufficient supply capacity of global health public goods,and the limited ability to transform China’s public health governance resources.In the fifth part,addresses the challenges China faces in global health governance,and proposes that China should choose the path of leading global health governance with the consensus of" a Global Community of Health for Mankind ",Complete this mechanism,strengthen the supply capacity of global public health products,and enhance the transformation capacity of China’s public health governance resources.The path is to strengthen China’s ability to transform public health governance resources.Finally,China should assume more responsibilities and obligations in the field of health,enhance its contribution to the World Health Organization,and promote global health governance.
