In recent years, with the development of public hospital reform and the impact of social capital to do medicine, the competition of medical market is becoming more and more fiercer. Public hospitals as the healthcare industry giants are facing challenges from both internal and external aspects.In2009, China’s public hospital reform began pilot. In 2015, Anhui Province as a pilot reform of public hospitals, and constantly introduces new policies to improve the level of public medical services, the establishment of efficient operating mechanism. Under the background of the new medical reform, the drawbacks of the internal management system of public hospitals have become increasingly prominent; therefore, the most important task is to improve the existing performance management system of public hospitals. Only by constantly improving the internal management system, improving the quality of medical service, can we ease the doctor-patient relationship, in order to meet the increasing needs of medical treatment, and achieve the goal of public welfare. RBRVS theory, first appeared in the United States, is a "resource based relative value system", determine and pay the cost of physician services by RBRVS points. At present, some large public hospitals in our country have adopted this new performance appraisal system, and have achieved good results. SY hospital is a public hospital in Hefei City, Anhui Province, with the vigorous implementation of new medical reform initiatives, we must adjust their own way of operation, improve the deficiencies in performance appraisal, to achieve sustainable development of public hospitals.This paper adopts normative research method and case study method, combined with the background of the new medical reform, according to the case study -- SY public hospital units, analyze the performance appraisal of the situation and problems. This paper is divided into six parts. The first part is the introduction, introduces the research background and significance, summarizes the domestic and foreign research results related to this topic, as well as the research ideas and research methods of this article. The second part focuses on the basic theory of performance appraisal, which lays a solid theoretical foundation for the following research. The third part is the analysis of the current situation of SY hospital performance evaluation, introduces the basic situation of SY hospital and the existing performance appraisal system. The fourth part introduces the existing problems of the performance evaluation of SY hospital, from the new medical reform to the SY hospital operation mode and the performance of the new requirements. Finally, the problem of its existence is expounded. The fifth part is based on the RBRVS theory to improve the performance evaluation system of SY hospital, and analyze the implementation of the improved performance appraisal system to protect the foundation. The sixth part is the research conclusion and outlook, summarizes the main purpose of this paper, as well as the value of the research content and the need to pay attention to the details.In this paper, through the analysis of SY public hospital as a case, introduced the RBRVS method to improve the shortcomings of the existing performance appraisal, improve the internal management, improve its operational efficiency, enhance the role of the performance appraisal of the incentive, and provide guidance for the improvement of other public hospital performance appraisal system. |
