Comrade Xi Jinping put forward the strategy of "implementing a healthy China" in the report of the 19 th CPC(Communist Party of China)national congress.It was clearly proposed that continuing to deepen the reform of the medical and health system,sound the management system of modern hospitals,consolidate the achievements which have been made by completely canceling the practice of "supplementing medicine with medicine" in public hospitals and establish a personnel and salary system that conforms to the characteristics of the industry.In this context of new medical reform,BF hospital is a wholly-owned hospital subject to a state-owned enterprise,therefore there is no government financial allocation and no careers.The hospital has to responsible for its own profits and losses just like the enterprise,and also hit the profit target set by the parent company every year.It is listed in the management system in public hospital because of commonweal,and compared with the general municipal public hospitals,it has been undertaking more in public health work,such as treatment,prevention and health care of infectious diseases in its jurisdiction.Our hospital takes more social responsibilities than general public hospitals,but is different from the private hospitals in essence.And as such,state-owned enterprise hospitals are in a weak position in the market competition.As the latest national medical reform program has been issued,the earnings of state-owned enterprise hospitals have been greatly reduced without financial allocation,which lead to a worsening business environment.So the constant perfection of the performance management system of state-owned enterprise hospitals has become the highest priority.Only have continuously to perfect the internal management system,optimize the performance appraisal system and improve the medical service quality,then state-owned enterprise hospitals can ease the conflicts between doctors and patients,fulfill their social responsibility to better activate employees’ initiative,retain talent,stabilize the team,and eventually realize the goal of healthy living and steady development in the fierce competition in the medical market.Therefore,it is very urgent for BF hospital to optimize the design of performance appraisal system.On the basis of seeing a wealth of resources and organizing large volumes of hospital statistics,combined with the relevant basic theories of performance appraisal and the RBRVS(Resource-Based Relative Value Scales),this paper analyzes the problems in the performance appraisal system of BF hospital by using literature analytic method,empirical research method,and so on.We hope to use the research on typical cases of BF hospital to optimize the performance appraisal system and perfect the performance appraisal and management focused on different aspects.It will also help to make some improvements to the performance assessment of human resource departments,which will provide some experiences and models for better the performance appraisal quality of hospital staff,At the same time,it will provide some experience for the research on the performance appraisal system of medical staff in domestic state-owned enterprise hospitals. |
