| Background:New health reform is a significant adjustment policy, which is based on the current medical health work problems in our country in recent years. Public hospital reform and the relevant supporting policies in the new health reform have been brought many changes for our country’s health system. Medical staff are executor and beneficiaries of new reform policys, so understand medical staff’s work perception and arouse they work enthusiasm is of great significance.Objective:Data were from the fifth health services survey in shandong province, analysis the medical staff’s working perception changing of the situation through sampling medical institutions in shandong province before and after the new health reform, and to combined with the background of the new health reform and related policies, understanding the medical staff’s work present situation and their evaluation of new health reform, then according to the existing problems to put forward the corresponding suggestions.Methods:Using the fifth health services survey medical personnel survey data in shandong province, analysis of medical staff’s in medical institutions before and after the new reform work perception changes. Describe social demographic characteristics of respondents, dimension by using principal component analysis and factor analysis to find the main several dimensions that result in the change of perception, under the analysis of each dimension score and differences between different populations, through the research conclusion find main problems and put forward some suggestionsResults:1 The survey select all tertiary hospitals, secondary hospitals and samples of the town (street) all of the community health service centers and towns and townships from 17 cities in shandong province. The survey of 2344 people, including 1328 clinical doctors, accounted for 56.7%; nursing staff 757 people, accounting for 32.3%; public health doctors 259 people, accounting for 11.0%.2 Using principal component analysis and factor analysis method we found that: dimension of social support, personal work dimension, work organization dimension and the doctor change dimension are the main components of the medical staff perceptions change. From scoring model of factor analysis it is concluded that the medical staff’s overall perception changes scored an average of 3.81 points, which is in the average level, medical staffs overall perception of work is slightly improved than before the new reform.3 In influencing medical staff found in four dimensions of perception scores, scores were highest in work organization dimension and personal work dimension, the scored were lowest in doctor change dimension and social support dimension. New health reform policy to improve the work of organizations and individuals of medical staffs are relatively obvious, in the aspect of social support and common people to see the doctor change has not changed.4 Analysis the factors affecting on medical staff’s perception of each dimension of single factor variance and multi-factor regression model analysis, the results showed that:the highest degree of medical staff’s,the administrative management position, professional category, type of establishment, type of work organization are have important influence on the change of work perceptions of medical staffs.Conclusions:The survey found, medical staff perception their overall work situation is slightly improved than before the new reform, the effect of new health reform bring to medical staffs is positive. In the whole work situation, personal work dimension and work organization dimension improvement is more obvious, in the aspect of social support and common people to see the doctor change has not changed, medical staffs feel social respect for the medical staffs, medical staffs social status and the doctor-patient relationship did not improve than before the reform. So in the process of health reform in the future, improve the social support and respect of medical staff improve their social status, construction of a harmonious doctor-patient relationship, improve the common people "difficulty and high cost of the doctor" are still the key problem. Believe that through various aspects measures and more positive actions, the future of health reform should be able to obtain a better effect, medical and health system with Chinese characteristics will make greater contribution to our country health and health system. |
