Today’s world is a period that the global economy, science and technology,political situation have undergone major changes, as well as the cultural industry hasrapidly developed in the background of economic globalization. The position and roleof cultural industry in international competition is becoming more and more prominent,so it has become a new economic growth point of contemporary society.China is a large agricultural country, the "three rural" issues concerning China’ssituation of the socialist modernization. At present, the building of a new socialistcountryside, the prosperity of the rural economy, improving the living standards offarmers, not only rely on the development of modern agriculture, also need to seek neweconomic point of growth. The rural culture industry as a rising industry, its culturalcontent as the core, paying attention to creativity, innovation and change, with lowconsumption of resources, little environmental pollution, extensively absorb labor andother characteristics, has its unique advantages compared with the traditionalindustries.China’s rural culture in western regions is profound, rich and colorful. However,the western region regardless of economic development or social development isrelatively slow, the region’s agricultural and rural economic structure is relativelysimple, traditional agriculture is still the dominant of rural society, the level ofeducation is low, the cultural system is lag, the infrastructure is weak and the system isnot perfect, the rural cultural development is inadequate or unreasonable development.Not only the city culture industry is a big gap between the development of culturalindustry in western rural areas, but also far behind the development of the culturalindustry in rural areas of East and central regions. Therefore, it is not only theoreticalsignificance of cultural industry in the western rural development, but also practicalvalue.This paper is in the Marx dialectical materialism and historical materialism under the guidance of thinking, according to Marx’s "art production theory of DengXiaoping","theory of the development of talent" as well as the cultural economicstheory, through the SWOT analysis of the development of cultural industry in WesternRural China question research. This paper analyzes the history and present situation ofrural culture industry development of the western region, pointed out that China’ssustained and rapid economic development of the society, especially the sustainabledevelopment of rural economy is the most fundamental reason of our country ruralcultural industry rose, and summarizes the development of China’s rural culturalindustry in the western region which has experienced spontaneous market, government,market pull the development stage. Through the detailed analysis of the developmentof cultural industry in the western rural areas, using the SWOT analysis method, acomprehensive, systematic study of western rural cultural industry development basedon the strengths, weaknesses, opportunities and threats, and construct the SWOTmatrix of cultural industry in western rural areas. Finally, on the basis of the analysis,the author puts forward some countermeasures and suggestions for the development ofcultural industry in western rural areas. In using of the advantage, the western regionmust dig the connotation of rural cultural resources, and constantly create new culturalproducts, actively cultivate the cultural market. To overcome the weaknesses inwestern rural areas, the grass-roots leadership and farmers have to pay attention to thedevelopment of cultural industry in rural areas, deepening the reform of the culturalsystem. In the use of the opportunity, through the construction of a new socialistcountryside and the historic opportunity of western development, urban and ruralculture industry resources, promoting industrial integration, the western region mustoptimize the industrial chain. In resolving the threat, the western region mustconstantly improve the relevant laws and regulations, make western rural culturaleconomy activities in accordance with the law, rule-based, and increase the westernrural cultural propaganda, expand opening to the outside world, let the western ruralculture going out.
