The system of state monopoly for purchase and marketing is an important system inour country, not only has produced profound influence on our country’s grain circulationsystem, but also to the whole society at that time had a considerable effect. For country, unified purchase and sale is successful, the implementation of the state through the systemfrom the countryside absorb a large number of surplus agricultural resources. Paving theway for start of national industrialization. For the rural society, the unified purchase andsale brought huge disaster to the countryside. Countries through the unified purchase andsale won a large number of food from the countryside, cause serious lack of peasants. Interms of Wei Xian, at the national implementation of unified purchase and marketingbefore, farmers only enough food to maintain the basic production and living. Farmersafter the national implementation of the purchase and sale of disposable food more limited, many farmers because of lack of food has been, starvation or half hungry farmers don’thave any can resist famine food, any movement or natural disasters can be a fatal blow togive them.Wei Xian face heavy pressure of the government purchase every year, however, inorder to actively respond to a nation’s call to the county every year to complete the plannedtasks set by the state, according to the superior tasks in different stages of governmentpurchase made of unified policy, and task overfulfilled the superior of governmentpurchase every year, partly reflects the county is the radical in grain. However, in the foodunder the principle of the supremacy of national needs, the county resold grain to farmersby the state as the surplus grain for unified. In comparison, the county’s grassroots cadres in the unified purchase and marketing’srole is more complex. Due to the right of grassroots cadres from the country, is fullyrepresentative of state power at the grassroots level, to carry out the orders of the state asthe main principle, which creates a grassroots cadres appeared problems in the process ofpurchase, investigate its reason, have their own reasons, is also the result of state policyexecution. But born in rural grassroots cadres, due to the influence of the concept of rural society, some cadres at the grass-roots level within its available resources in protecting theinterests of farmers, but finish purchase task to all of them put on the hat of the laggards, that is when the pressure increases, the grassroots cadres will enforce national task ofgovernment purchase. The implementation of unified policy is to purchase the so-called surplus of food, theso-called surplus grain is mostly rural middle class family. In the unified purchase and sale, the middle class in rural areas has become the largest class, so their opinions on nationalpolicy is the largest. Farmers have also taken a number of ways to vent their dissatisfactionwith national policy and grassroots cadres, which occur in the autumn of1956and the firsthalf of1956farmers in the drop-off, farmers against food is typical example of the country.Countries at that time, however, is strong, weak social situation, the resistance of thefarmers can hardly change state policies, and the peasants stratum on the brink of famine.
