Since China’s reform and opening up, with the improvement of people’s materiallife level, in the field of cultural demand is gradually become an important criterion ofpeople’s living standard, people’s growing cultural needs and supply ability of nationcontradictions still exist.At present, under the background of the construction of public cultural servicesystem, as the "entertainment capital of China", Changsha has a unique advantage, butalso faced with a series of challenges. In this paper, take Changsha city public cultureservice system construction as the breakthrough point, to the relevant publicmanagement theory as the foundation, probes into Changsha city public cultureservice system construction. Changsha public cultural service system has achievedgood success in terms of public cultural facilities, public cultural service activities,and the masses are playing the main role. However, the policies and regulations ofpublic cultural services are lagged, lack of funds, personnel quality is not high, toostrong homogeneity of services, information system construction is also lagged, andother issues can not be ignored. Investigate its reason,it is mainly because that thegovernment function is improper, each subject enough is to play its due role, themanagement system is not perfect, and the cultural system is not thorough enough. Inorder to enhance comparative public cultural service system, this paper selectedTaiyuan, Shanxi Province and Ma’anshan, Anhui Province as a comparison. As long asto introduce their experience, each main motivation to play, financial investment,thetheory of research and policy planning explained as the three aspects of thecombination of these two cities. Combined with Changsha’s own reasons and therevelation from Taiyuan and Ma’anshan, in order to perfect Changsha public culturalservice system, Changsha should be considered from a scientific orientation ofgovernment functions, the improved construction of public cultural service systemsecurity system, the improved management system of public cultural service system,and the positive role of the masses, cultural reform and so on.
