Since entering the 21st century,with the people’s living standards rising,level of pu blic culture is gradually becoming a measure of the quality of people’s life,an important criterion,people’s growing demand for public culture and national culture supply ability still exist contradictions.Since the reform and opening up,China’s rapid economic devel opment,has reached a new height,the cultural needs of citizens have also increased.A great development opportunity,this is our national culture and prosperity,but also to the government,the social service function of public culture and public culture service level requirement,has injected new vitality to the development of China’s cultural industry.P ublic cultural service is one aspect of the public service,and it is the necessary require ment to build a service-oriented government at present.The provision of public cultural s ervice is a complete system,which needs the participation of government,society and in dividual.It also needs to study,supply,improve,improve and improve the public cultural service.In order to meet the growing cultural needs of the masses.Since entering the new century,the Chinese government continues to put forward the concept of the constru ction of public cultural service system,so as to speed up the construction of adapt to th e development needs of the country,to meet the people’s expectations,the public cultural service system compatible with the level of productivity is the full construction of well-off society,a national can make all the people share the fruits of reform and developme nt of inclusive the major livelihood projects.At present,in all parts of the country to actively build a public cultural service syst em in the background,as the "Republic of the most young land" of Dongying has inco mparable advantages,but also faced with various challenges.This article takes the Dongy ing city public cultural service system construction as the breakthrough point,with the re lated public management theory as the foundation,has carried on the research to the Do ngying public cultural service system construction.Dongying city public cultural service s ystem construction in the public cultural service hardware facilities,play the role of the masses,the public cultural services and other aspects of the obvious achievements have been made.However,the construction of public cultural service system in Dongying City still have some problems example public cultural service policy lag,lack of funds,per sonnel quality is not high,the homogeneous service too strong,information system constr uction is seriously lagging behind etc.problems also do not allow to ignore.Study its b asic reason,mainly is the government function localization is not reasonable,each main body function is insufficient,the management system is not perfect and the cultural syste m reform is not thorough enough.Considering its Dongying City,this paper argues that from the scientific orientation of government functions,improve the guarantee system for the construction of public cultural service system,improve the management system for t he construction of public cultural service system,give full play to the responsibility of t he main subject of the positive role,increase cultural system changed leather strength of five aspects should be to promote the construction of public cultural service system in Dongying City.
