| At the end of 2011, the cultural market comprehensive law enforcement reform completed on a national scale, the topic concerning the reform of the cultural market comprehensive law enforcement began to shift from the macro level to the micro level. On the issue of system construction of cultural market law enforcement, the performance evaluation, as an important management tool, gets more attentions in practice, but few system researches in theoretical study.This article takes cultural market law enforcement practice of Shanghai Putuo district as an example, launching a preliminary discussion on the topic of cultural market law enforcement. First, this article analyzes the role, existing problems and impacts of the current performance evaluation in the management of cultural market law enforcement. On this basis, this article also analyzes the issues like the subject and indicators of performance evaluation on cultural market law enforcement.Theoretically, the subject of performance evaluation on cultural market law enforcement can be multiple possibilities. However, in practice, contained by different factors, other possible subject is very difficult to be an independent evaluation subject to evaluate the performance of cultural market law enforcement effectively and comprehensively. In practice, the performance evaluation on cultural market law enforcement is mainly conducted by superior; the single subject is the obvious feature. By analysis, this article points out the rationality and feasibility of cultural market law enforcement agency to be its own performance evaluation subject, and tries to integrate the idea of multiple subject construction into the design of performance evaluation indicators.Concerning the topic of constructing performance evaluation index system on cultural market law enforcement, guided by the balanced scorecard theory, combined with the cultural market law enforcement practice, this article describes the mission and vision of cultural market law enforcement, corrects the dimensionality structure of balanced scorecard for cultural market law enforcement, analyzes and deconstruct the each main parts of cultural market law enforcement, and designs the performance evaluation indicator system on cultural market law enforcement, which containing 5 causal correlation dimensions,14 priority points and 52 specific indicators. On the basis of determined subject and indicators, this article gives a further analysis on the general procedure and consequence application of cultural market law enforcement, which should develop from performance evaluation to performance management.The main result of this paper is that after systematically checking the subject, indicators, implementation process and consequence application of the cultural market law enforcement, it gives a relatively systematical and complete vision of performance evaluation on cultural market law enforcement. It also opens a discussion on the application of balanced scorecard theory in performance evaluation on cultural market law enforcement. By the design of balanced scorecard, it integrates the multiple subjects of performance evaluation on cultural market law enforcement and each main parts of cultural market law enforcement procedure into the balanced scorecard system, and briefly discusses the breakthrough from the performance evaluation to performance management in cultural market law enforcement within the framework of the balanced scorecard theory. |
