The Research On The Protective Policies About The Culture Of Chinese Manchu Shuobu

Manchu, as a minority group in northern China, has bred many excellent culture heritages during its long and glories history. These culture heritages include the uniquely shaped PaperCut art, vivid image of the Embroidery art, the melodious Manchu music and the splendid Shuobu art. Among these heritages, Shuobu remains unknown and unfamiliar to most people. As one of the top three oral history arts in China, Manchu Shuobu, which contains a plenty of national emotional factors, is a perfect combination between the nature and history created by the Manchu ancestors. Thus, it has significant historic and social values. At present the protection on Manchu Shuobu is mainly focus on its content, but there are very few public policies on this field. In order to protect, inherit and develop the culture of Manchu Shuobu, it is essential to put more efforts on public policy.Collecting the information from the view of public policy, we can learn both of the history process and the current situation of the protection on Manchu Shuobu. The problems of the existing protection policies mainly include single subject, lack of recognition among the object, scattered contents, slow implement, ineffective oversight and inefficient on building Reserve Areas. Reasons that lead to these problems are: less participation among the indirect subject, narrow limitation on policy interpretation, incomplete policy content, incapable of implement, incomplete supervision system and the complexity of Reserve Areas. Through analyzing former actions of domestic and foreign institutions on protecting the intangible culture heritages, and combining the current protective policies, this article will put forward some advice in order to supplement related public policies on the protection of Manchu Shuobu: to define the responsibility of the protective subject; to broaden the way of receiving advice; to complete correlative policy system; to improve the ability of the execution on government policies; to complete the supervision system and to accelerate the construction of Reserve Areas of Manchu Shuobu.From the perspective of public policy, though the studies on the current problems and underlying the causes, this article aims to offer a reference help for related government departments in making policies to protect the culture of Manchu Shuobu.
