| During the period of the Republic of China, the articles of the Chinese Red Cross,the government rules and those specific regulations that based on the articles or rules before were important carriers of Chinese Red Cross system. The formation and the promulgation of all regulations revealed the fact that the change of humanistic needs, the government intervention, the needs of the self–development and people’s understanding about the red cross movement had promoted the establishment of Chinese Red Cross system. The system had be complete relatively, including the operating mechanism of organization, the financial management of fund, the member management, the humanitarian emergencies, the symbols used during the movement and so on. While in the Republic of China, Chinese Red Cross had taken lots of relief activities for refugees and showed off its’ characteristics in the respects of the first-aid crops, the relief mission,the rescue concept and the rescue team, and it is an effective practice of the relief system.By the study of the legislative processes and the concrete content, we can find that the establishment of the system mainly has some characteristics such as the legislative process was twisty, the content was improved constantly or based on the domestic situation and contained the international system, and it was good for the Red Cross to set up the social image and to promote the Red Cross movement, having good influence on the modernization of the Chinese traditional philanthropy. However, the establishment of the system also had some limitations, for example, the legislative technique was immature, the political and military power was great, the level of economic development was low and the ideological basis was weak. So, the execution of the system was poor,having a limited achievement. As a whole, the institutional establishment during the Republic of China had a positive effect on constructing the Red Cross theory and improving the contemporary rules and regulations and was good to coordinate the relationship with the government and to enter the international stage. |
