Poverty problem which is a world issue has drawn great attention in academiccircle so far. It is worthwhile to explore and study the particular cause andcountermeasure for countries during the period of transformation. Considered as themost attractive and sensitive issue, city poverty problem attracted the centerattention in the1990s.Eliminating poverty has become the most important task for China governmentsince the reform and opening-up policy. With the development of a sustained andrapid economy, China has gained remarkable achievements in solving povertyproblem. Growing during the double transformation of economy and society, povertyproblem in China was given some unique characters owing to the special background.China’s urban poverty problem is a demographic phenomenon during thetransformation of economy and society. As the government furthered theurbanization, economic restructuring led to serious city unemployment. Because thesocial security system is not well organized, some citizens are likely to be trapped inpoverty. With the rapid spread and great effect, China’s poverty trend is prominent,thus making it an increasing serious social problem. Therefore, to promote economicprogress and achieve social fairness and justice require a reasonable solution toChina’s city poverty problem.Drawing on the basic principle of Marxism, this paper explores the background,cause, characteristics, the developing trend and the solutions of city poverty basedon the specific conditions in China. It also tries to focus on the urban povertyproblem during the period of social transformation in China and then will putforward the strategic countermeasures.The cause of city poverty during the period of social transformation and how toeliminate it form the core of the thesis, in which analysis from the macro backgroundand micro factors are conducted. What we can conclude is that city poverty is the outcome during the period of transformation as well as the new challenge we arefacing at present.We should pay great attention to the growing trends of urban poverty. Duringthe period of transformation, the poor population is increasing and diversified, andCity Poverty regionization and class are growing rapidly. As a result, urban povertyproblem needs badly relievingTo eliminate the city poverty requires new concepts. First, we must fully realizethat the city poverty has a great effect on society. Second, solving the problem needsexperience from other countries. We also have to summarize the experience andlessons on eliminating urban poverty. Lastly, to solve the poverty problem, we mustdeepen the economic restructuring, transform the economic development way,standardized the income distribution, increase its overall fund allocation to theregion, improve social security system, build social safety net, perfect law andregulation concerned, make anti-poverty law which will make us to follow.
