For a long time,our country from central to local levels have established many public policy conducive to thedevelopment of society, but the local governments to implement these policies in theimplementation of the effect is often not the same, even differ in thousands ways. In fact,because at the initial stage of socialism in China, both economically and politicallytransformation is still in progress, improve the unified specification of policy implementationand government enforcement mechanisms are explored, and the government organizationsystem construction is still far from complete, this a series of problems will make the localgovernment appeared many problems in policy implementation. However, the strength of thegovernment executive ability is the fundamental cause of the execution effect there is adifference.This paper by local government executive ability is as the research object. It introducesthe government executive ability and the concept of executive ability of local government andrelated theory, and puts forward the necessity to enhance the government execution problems.At the present, to study the existing problems in executive ability of local government in ourcountry and explore the reasons, can found the existing problems in the local governmentswhen face the policy implementation. Through analyzing the causes of problems in practice toconclude the effective improvement countermeasures of the execution of the localgovernment, to strengthen the construction of the local government executive ability, improvelocal government administrative efficiency, efforts to promote the work of the government atall levels, and build a harmonious society.
