Research On The Executive Force Of Grassroots Government

Since the reform and opening-up policy,China has achieved rapid economic growth and political maturity,which are inseparable from the correct formulation and effective implementation of public policies.At present,our country is in a critical period of socialist construction.The diversification of social wealth distribution,the openness and multilateralism of interest pattern,the reform of management system and management mode,the formation of pluralistic values,the complication of the demands of the formation of diversified values,the complexity of interest demands and the increasing conflicts in all social fields bring great difficulties to the execution of public policies,especially for the grass-root government.Grass root governments are the executive body,whose executive ability not only determines whether public policies can play an effective role,but also determines the overall governance and service of the government,which affects the credibility of the government.Therefore,how to improve the executive ability is an important issue to be solved urgently.In this paper,on the basis of the game theory,the collective action theory,the service-oriented government theory and so on,investigation is made in Leping in perspective of executive main body to the grass-roots.Problems of grass-root government execution are found like mechanical execution,selected execution,negative execution,inefficient execution and distort execution.In view of these problems of executive power,the author starts from the factors affecting the executive power,and deeply analyzes the reasons for the insufficient executive ability of the grass root government from the aspects of executive subject,executive resources,executive system and executive environment.After studying the problems and causes,this paper proposes the following targeted measures.First,to promote the executive personnel ability,strengthen ideological and moral education,build learning platforms,and improve the comprehensive ability of grassroots government executives.Second,to build a mechanism for integrating the interests of grass root governments,allocate resources in a rational way,make the interests of all parties more relevant,strengthen effective communication,ensure smooth exchanges,and enhance the effectiveness of publicity and clarity of policies.Third,to improve the system of grassroots governments,strengthen the system reform and supervision mechanism,establish the incentive mechanism and improve the accountability system for implementation.Fourth,to strengthen cultural development in administrative enforcement,outline the vision,abandon the old ideas,enrich the new thought and the executive culture.In the current research process,the research on the execution of grassroots government is still in infancy,and mostly involving theoretical research.Therefore,the author chose to analyze from the perspective of grassroots government as the executive subject to provide reasonable suggestions and some reference experience for future researchers.
