| Disability of daily activity means that people’s abilities to care for their daily lifeare partially or totally lost. These abilities include walking, eating, dressing, bathing,defecating, washing, cooking, taking medicine, financing, using transportation and soon. The elderly who have lost their abilities to care for themselves are called disabledelderly, and the problem of them has become an increasingly serious social issue inrecent years. And also, to solve it is much difficult because of the late exposure of thisproblem in the process of population aging. China is getting old before it gets rich, theaging of population is ahead of the modernization, and the rapid increasing of thenumbers of disabled elderly is unexpected. On the contrary, the development ofcorresponding services lags far behind which can not satisfy the diversifiedrequirements of disabled elderly. According to The Development of Chinese AgingReport proposed in2013, the number of aging population in our country is more than200million, accounted for14.8%of the whole population and also with a growth of1million every year. And the number of disabled elderly is37.5million, which is4million more compared with that in the end of2011. It is predicted that by2015, thenumber of disabled elderly will amount to40million, accounted for6.05%of the wholeaging population. Therefore, the solution to their daily life as well as the nursing ofthem involves not only the disabled elderly themselves and their families, but also thesocial stability and the development of our country.Community Home-based Care Service is a system that bases on family andcommunity, with the main contents as the day care, life care, household service andspiritual consolation of elderly, and the main forms as door-to-door service andcommunity daycare. It also brings in the specialized services of nursing institutions forthe aged. The proposing of it is not only the requirement of the current situation ofpopulation aging, but also an inevitable choice of people causing by the sharpweakening of family endowment function and the immaturity of old-age care ininstitutions. It satisfies the habits of city disabled elderly to live in their residences andavoids the various problems existed in traditional family endowment, as well as thefamily indifference in old-age care institutions. Considering that the rural community inour country is just in gradual formation and development, while the community development in urban areas is much better and more sophisticated, it is more applicableto develop community home-based care services in cities. Therefore, in this thesis, Imainly talk about the corresponding countermeasures to improve the quality of urbancommunity home-based care services based on the actual condition of city disabledelderly themselves.Using the theory of Hierarchy of Needs, Social Embeddedness, Market Failure,New Public Management, etc. and through questionnaire investigation and caseinterview, the thesis analyzes the current living situation and pension requirements ofcity disabled elderly in our country and summarizes their needs as needs of life care,needs of medical rehabilitation and needs of spiritual consolation, which cover allaspects of requirements of the home-based care services for disabled elderly. Meanwhile,it also investigates the necessity to improve the city community home-based careservices and points out related problems in the process of developing city communityhome-based care services at the present stage. Based on this, this thesis then putsforward countermeasures and suggestions to promote the development of citycommunity home-based care services, that is, doing well in financial support, improvingpolicies and administration, developing medicine and healthy services, strengtheningthe construction of service staff team and expanding the publicity and education. Thesefive aspects are proposed to raise the developmental level of city communityhome-based care services, and then, to improve the quality of community home-basedcare services gradually on the basis of the improvement and enrichment of relatedpolicies, and finally, to make suggestions for governments at all levels to introducecorresponding policies about community home-based care services for city disabledelderly. |
