Facing the risk society, The publicresources in the short term the government can provide is limited, the more limited itscapacity to respond. Therefore it is difficult to rely solely on the power of governmentto achieve efficient crisis response. One solution to the plight of the government crisismanagement approach is to promote the orderly participation of citizens actively inorder to enhance the overall social crisis response capability. Citizen participation hasbecome a trend of modern democratic political development. In the current, theability of our citizens to participate government crisis management is not high, thereare still such a lack of legal, organizational foundation single administration ignoredcitizen participation and other issues.This paper comes from the basic concept of citizen participation, points out thelack of government in the management of sudden public crisis exists, analyzespositive significance of citizen participation in public crisis management.
