With the continuous deepening of reform,the party and the government timely put forward the national governance system and governance capacity modernization,which means that the need for synergy of government governance,market governance and social governance.Public crisis is a great test of the ability of a country to govern.In modern society,it is far beyond one's ability to handle the public crisis.NGOs have unique advantages and function in the public crisis governance.Gradually attracted attention,NGOs become a part of the crisis governance.It is an important issue to be solved that how to improve the effectiveness of NGOs' participation and the performance of public crisis governance.First of all,this paper has carried on the reorganization and induction of existing research and related concepts,expounds the functions and advantages of NGOs in public crisis governance;secondly,by choosing a continuous participation in the two major public crisis in the case of NGOs,in-depth analysis of the evolution of the development of non-government organizations in public crisis governance and found it facing many difficulties in institution building,synergism between government and society as well as its' self-construction.On this basis,we use foreign experience for reference,and put forward some countermeasures to improve the participation of NGOs in public crisis governance.First,optimize the institutional space of NGOs,including strengthening of top-level system construction,improving the policy support;second,construct the synergy mechanism between the government and NGOs,including establishing the coordinating agency and cooperative path,strengthening the evaluation mechanism;Third,strengthen their capacity building,including developing emergency plans,strengthening personnel training and reshaping the volunteer spirit.
