| With the aging problem is growing, endowment problems have been aroused great concern of our society and the related departments. But the current development status of China in this area is still in the primary stage, we will have more problems in the process of development. At present, there are three main kinds of pension modes in China:the family pension, endowment institutions and community home endowment. The family pension weakened gradually along with the change of function of our traditional family structure, the pressure for children to care for their elders are increasing, it is difficult to satisfy the demand of elderly pension; pension agency can alleviate the pressure of children who care for the elderly, but due to high fees, the elderly lacks a sense of belonging when they leave home, and it hard to provide strong support to solve pension issues in the new period; community home endowment, a way of pension that elderly people not only not to leave their familiar home environment, but also can enjoy a community care and services. This endowment absorbs the advantages and avoids the disadvantages of the others. But, at present, there are many problems in our community home-based care services, such as supply inadequate and so on. In this article we will take Daqing city community as an example, the survey of the basic situation and the demand for pension services as well as the Daqing city community home-based care services problems survey analysis. It was found that there are varying degrees of problems of three communities in Daqing, for example, support system is imperfect, lack of community endowment service items, service quality is not high, service personnel is not stable, the service level is poor. In view of the above problems, this paper put forward the community home care services policy support, adding the endowment service projects and facilities, strengthening the countermeasures to the construction of endowment service staff. |
