In the history of public administration theory, a new school of thought representedby Waldo and Frederickson has raised in the1960s and1970s.Advocates of the newtheory were discontented with the value orientation of social science at that time.Theychallenged the mainstream political value, and put forward their unique understandingsof such issues as the social and economic inequality and the role the public managementshould play.These theories were not only the intrinsic requirement of theself-development of public administration, but also the feedback of the reform of itsvalue theory in America.Although the new public administration had not been able toreplace the traditional one as the dominant paradigm of public administration theory, thebook The Spirit of Public Administration came into being after several rounds ofacademic research and heated discussion.Frederickson released public administration outof the shackles of the value that the traditional economic efficiency was considered as theguidance model, and re-emphasized the value system with the social justice as the core,and responsibility, economy, and efficiency. At the same time,Frederickson integratedethics and belief into the public administration from a new angle with multiple ideas,endowing the field with wider and broadened vision.This study takes Frederickson’s The Spirit of Public Administration as the researchobject, and use paradigm of the theory in different stages for reference, combining histheories in other works,to elaborate from muti-angles the connotation of his publicadministration,and puts forward some theoretical deficiencies and defects,and analysesits spirit’s reference for the administrative reform in our country.In addition to theIntroduction and Conclusion,this paper is divided into the following four parts:The firstpart is a full study of the origin and background of Frederickson’s public administrativespirit theory,elaborating its history in detail.The second part is the core part,deeplyanalyzing Frederickson’s spirit’s basic contents,main points, character and its functionsin order to grasp the essence of the public administrative spirit comprehensively andobjectively.The third part is the extention of the preliminary discussion of the ethic andthe civil spirit covered in Frederickson’s theory.The fourth part puts forward theenlightenment of public administrative spirit to the administrative reform in China.
