In recent years, the psychological disorder of grass-roots civil servants had becomepublic and socializing, which has attracted much attention by the party and government.During the critical period of social transformation and the transformation of thegovernment functions, in numerous factors about the construction of harmonious society,grass-roots government administrative efficiency, service quality, governanceeffectiveness, evaluation of the government and the team construction of the civilservants and so on, the impact of the grass-roots civil servants’ psychological disorderin the public affairs management is becoming more and more significant, for thegrass-roots civil servants is the main body of the administrative system. Therefor, theresearch of grass-roots civil servants’psychological disorder during the period oftransformation and its intervention mechanism is of great theoretical significance andrealistic significance.In the period of social transformation, the grass-roots civil servants’psychologicaldisorder has increasingly become an important factor affecting the efficiency ofgovernment administration and service quality. This study tests an assumption that rolecognition deviation,the objective reality pressure and transition mental shock which areinduced by the transition environment have different degrees of influence on thegrass-roots civil servants psychological disorder on the basis of investigation andanalysis data. And it probes into the present situation, types, causes and departmentsdistribution characteristics of the the grass-roots civil servants’ psychological disorder.Then intervention mechanisms of levels are proposed to offer reference for theformation of the benign interaction between administrative system and administrativeenvironment, and for the construction of mental health of the grass-roots civilservants.Then it forms the following main points.First, civil servants at the grass-roots level are suffering from mental disordersgenerally. According to the survey, grass-roots civil servants’ psychological disorderperformance can be divided into possible five types, such as tangle-dysphoria type, idle-depressed type, busy-tired type, discontent type and small group type, whosedistribution and the department is due to grass-roots civil servants’ age, gender,geography, education, administrative level and job category. According to the SPSSsoftware, scores ranking of grass-roots civil servants’psychological disorder in differentadministrative departments is drew.Second, there are three main obstacle sources of grass-roots civil servants’psychological disorder, the pressure of objective reality, the cognitive bias of role, andtransition psychological shock. The level of grass-roots civil servants’ psychologicaldisorder, respectively, is significant positive correlation with the level of objectivereality stress and transition shock, while it is negatively associated with the degree ofcognitive bias of role. All of these make us think about the relation of social norm andthe objective fact of civil servants’ psychological.Third, the hierarchical intervention mechanism of grass-roots civil servants’psychological disorder should be designed. Based on the fact that appeal of “helping thegrass-roots civil servants to overcome difficulties and to ease their psychologicalpressure”, which said by Li Yuanchao when he did research in Sichuan in2011, has notbeen well implemented and the causes of this investigation, this paper puts forwardthree solution ideas like that strengthen the organization intervention and basicinstitutional facilities to reduce psychological shocks; enhance individual interventionand self-adjustment to corrective role deviation; increase social support to overcomethe reality pressure.This paper has three innovations.Firstly, there are two innovations of concept. The concepts of "the grass-roots civilservants’psychological disorder" and "the psychological shock during the transitionperiod" are applied in the administrative professional and grass-roots civil servantsmanagement mechanisms.Secondly, there are some innovations of research method. This paper do theliterature review, case studies, empirical research and comparative studies under thecombination of theory and practice and the combination of qualitative and quantitativeresearch methods. Then using research methods synthetically such as the focus groupinterviews, sample surveys, field observation research methods, self-made Rick attitudescale by which can make a more localized and targeted research, and using the latestdata analysis softwares named SPSS19.0and AMOS18.0to achieve this survey.Thirdly, there are some innovations of content. The study concludes five types of grass-roots civil servants’psychological disorder performance, and constructs the typedistribution model which can be explained by the particularity of grass-roots civilservants. While the assumption that different grass-roots civil servants’ psychologicaldisorder sources have different influence in the administrative environment is proposedand verified, and the causes structural equation model is established too,whose specificimpact path can be explained by an administration environmental point of transition. Onthe counter-measures, this paper has put forward some new and operabilityrecommendations such as the construction of grass-roots administrative culture, theestablishment of grassroots civil service incentives and social trust mechanisms and soon,basing on the existing research in the field of psychology.Throughout this paper, it has two typical characteristics on the research method.There is interdisciplinary methodology. It employs an interdisciplinary researchmethods, involving the administration, political science, sociology, psychology andmedical theories and expertise.Combing theoretical with empirical, and then to improve and perfect it continually,from the basic theory to research hypotheses, the small sample survey to large survey inMacheng City in Hubei Province, the modified questionnaire which combined all of thisresearch with interviews can provide reference to subsequent studies of Grass-roots civilservant’s psychological disorder. In short, this is a difficult systemic study combiningnormative with empirical. The sample survey limitations will gradually be overcome inthe subsequent academic research.
