Research On The Governance Mechanism Of "political And Social Interaction" In The Transition Period

Nowadays,China is at a critical stage of social transformation.With the rapid development of economy and the increasing demand of the people,grass-roots social governance mechanism is particularly important.We can promote the harmonious development of society by improving the framework of governance mechanism.Based on this background,China's major cities have carried out the exploration of the interaction between political and social organizations.Among them,the measures and the pilot reforms of Taicang City,Jiangsu Province,have been generally recognized.In 2008,this city took the lead in the establishment of the "political and social interaction" mechanism in order to implement the decision of the State Council.The Ministry of Civil,the Central Organization Department and the Central Organization Office spread this mechanism after five years of attempts,So we can see the significance of it.However,it is undeniable that there are still some deficiencies in the mechanism,which will affect the overall promotion of its successful experience to a certain extent.Therefore,how to find out the problems existing in the operation of this mechanism and its reasons,and how to further improve its institutionalization level is the key to perfect the mechanism.Taking the development of "interaction between government and society" in Taicang G District as an example,this paper expounds the background,content and significance of the governance mechanism of "interaction between government and society" in Taicang City,and analyzes the problems existing in the governance mechanism of "interaction between government and society" as well as its reasons.The paper summarizes the problems as:the "fragmentation" of grass-roots government management;the absence and dislocation of the allocation of power and responsibility of grass-roots self-governing organizations;the "disconnect" between the public and government decision-making information;and the existence of administrative dependence on social organizations.The reasons for these problems include: the obstruction of the management system of "fragmentation";the asymmetry of power and responsibility;the disclosure of information and the lack of timely response;and the imperfect mechanism of social organization cultivation.In view of the above problems and reasons,this paper combines the analysis of this mechanism,from the transformation of government management mode,the coordinated governance of multiple subjects,the cultivation of social organizations and the construction of a high level of social work team.In order to further improve the governance mechanism,some suggestions are put forward to deepen the linkage mechanism of the "three social services",so as to achieve more remarkable results.
